EXECUTIVE SUMMARY: Attached is the proposed agreement between the County of Lake and Mendocino Private Industry Council (MPIC), Inc. Pursuant to the Agreement, the County will provide $15,000 to MPIC to carry out the MendoLake Youth Works (MLYW) Community Pride project in the fall of 2016.
MLYW in partnership with the John Muir Charter School, County of Lake and cities of Lakeport and Clearlake, are teaming up in an effort to restore community pride, retain current businesses and entice new industry to Lake County. By tapping into MLYW program students to provide the labor, the team will clean up numerous occupied and vacant storefronts along the main streets of Clearlake, Lakeport and unincorporated communities around the county. Upon refurbishing vacant storefronts, local artwork will be offered for display in the windows to attract potential merchants and retailers.

EXECUTIVE SUMMARY:
The Lake County District Attorney's Office is often required to maintain certain evidence and documents for an extended period of time. We have not been able to locate any County facilities which are able to provide adequate storage and security for our obligation to store vehicles being held for evidence in criminal cases. On average we have eight to ten vehicles in storage at any one time. The two units that John Tanti offers to the County will be acceptable in terms of storage, convenience, and security.
Mr. Tanti has offered an open-ended rental agreement, commencing February 1, 2016. The cost of the larger storage unit is $400 per month and the second unit is $300 per month. These facilities will also be utilized by the Lake County Sheriff's Office to store and process the vehicles they hold for evidence.

Robert McPherson's primary duty has been to serve subpoenas - a tedious task which he has performed with diligence, professionalism, and conscientiousness. We expect Mr. McPherson to work no more than 960 hours during the fiscal year 2015-16.

* Increasing the dollar threshold for contracts not requiring Board approval from $10,000 to $25,000.
* Matching the federal micro-purchase threshold of $3,000, under which no quotes are required.
* Requiring sealed bids at $50,000+ rather than $25,000+.
* In a federal-level disaster situation, reducing the dollar threshold for public works projects not requiring Board approval from $175,000 to $150,000 to match the federal simplified acquisition threshold.

While on the surface AB 2395 offers consumers the promise of an alternative telecommunications service, often available through Voice over Internet Protocol (VoIP) or Internet Protocol (IP) and/or wireless services, these services primarily rely on technologies that are not yet deployed or are not yet reliable in our communities, particularly in mountainous and rugged terrain.
As Lake County recovers from the 3rd most damaging fire in the history of California and looks towards preventing future catastrophic events, it is imperative that a strong, reliable telecommunication infrastructure is in place for life safety.
AB 2395 contains various other provisions of serious concern, including unknown economic and public safety impacts that may leave our rural and remote communities without any reliable communications services. Lake County is concerned that the bill does not ensure alternatives that are affordable, provide good quality-of-service, and remain viable over the long-term.

Clerk’s notes: County Administrative Officer Carol Huchingson reported that after the last Cobb meeting, it was decided to continue the Fire Recovery Task Force meetings. A date and location for the next meeting has not been confirmed but one possible date would be June 23, 2016 in conjunction with Senator McGuire hosting a Town Hall regarding the wildfire recovery and rebuilding efforts. Chair Brown discussed another meeting he attended in Middletown regarding the Hope City proposal to build a dormitory and bring in work crews. Dry Creek Park and Central Park are options at this time. Supervisor Comstock added that the location storing the fire related vehicles in Middletown has cleared a majority of the machinery off the property. This status will change as the clean up continues.

On December 12, 2015, the County entered into a Contract with the Middletown Rancheria Band of Pomo Indians (Tribe) for tribal cultural monitoring services required as an environmental permitting condition of the County's Valley Fire recovery projects. The Tribe was specifically identified by the Federal Emergency Management Agency's Environmental and Historic Preservation Office as the only entity suitable to perform the services. The Contract was executed by the Public Works Director under authority granted by the Board to department heads following the Valley Fire. Recognizing that the Contract will exceed the Federal Emergency Management Agency's small project limit of $150,000, staff feels that a formal ratification by the Board would be appropriate.
Additionally, Amendment One proposes to further define the scope of services for the project to be limited to services required for the County's Valley Fire hazard tree removal project, as well as establish a not-to-exceed amount of $205,000 for the project based on the estimated level of effort necessary to complete the monitoring work.
