SUBJECT: Consideration of Letter of Support for AB 288 (Obernolte) to Extend the Period to Pay or Protest the State Fire Prevention Fee and Authorize the Chair to sign.
EXECUTIVE SUMMARY:
We have been approached by staff of Assemblyman Jay Obernolte's asking your Board to support Assembly Bill 288, which would extend the period to pay or protest the State's Fire Prevention Fee from 30 days from the date of assessment to 60 days. This is similar to last year's AB 1642 which was also introduced by Assemblyman Obernolte.
Created by the Legislature and Governor as part of the 2011 Budget, the Fire Prevention Fee charges property owners $152.33 for each habitable structure located in a State Responsibility Area (SRA), with a $35 reduction if they live within the boundaries of a local fire protection district. About 700,000 rural Californians receive a yearly Fire Prevention Fee bill, due 30 days from the date on the notice.
Due to the rural nature of those being billed, many individuals do not receive their bills in a timely manner. Additionally, many of these individuals are on fixed incomes, making it nearly impossible for them to pay their Fire Prevention Fee by the 30-day deadline.
Increasing the payment due date of the Fire Prevention Fee from 30 to 60 days will ensure greater compliance with the law by giving all owners of habitable structures in an SRA more time to receive their bills. AB 288 will also give those taxpayers on fixed incomes more time to adjust their budgets.

Kimberly Baldwin, Program Coordinator in the Public Health Emergency Preparedness Program was approved on January 24, 2017 to attend the 2017 Preparedness Summit in Atlanta, Georgia April 24, 2017 through April 28, 2017. The National Association of County and City Health Officials (NACCHO) added an additional day to the training requiring Ms. Baldwin to travel on April 23, 2017 instead of April 24, 2017.
The focus of this Summit is to explore the factors driving change in our world, analyze how they will impact the future of public health preparedness, and identify opportunities we have today to drive action toward meeting our future needs. The goal is to provide a venue where participants are exposed to current information, research findings, and practical tools to enhance the participants' capabilities to plan and prepare for, respond to and recover from disasters and other public health emergencies.
Registration fees and lodging for the additional day, Sunday April 23, 2017, will be fully funded through NACCHO. Travel and all associated costs, including airfare, meals, airline baggage fees, ground transportation, hotel and airport parking are fully funded through the Emergency Preparedness grant.
As Health Services Director, I fully support Ms. Baldwin's attendance.

SUBJECT: Adopt Resolution Approving Right of Way Certification for Oak Tree Mitigation Project at Cole Creek Bridge on Soda Bay Road, in Lake County, CA Federal Project Number: BRLS-5914(108); and authorize the Public Works Director to execute the Right of Way Certification.
EXECUTIVE SUMMARY: A total of fourteen (14) oak trees were removed as part of the bridge replacement project on Soda Bay Road over Cole Creek. CEQA Mitigation Measures and California Department of Fish & Wildlife's Lake or Streambed Alteration (LSA) Agreement require that removed oak trees be replaced at a ratio of 2:1 and 3:1, respectively. LSA Agreement further requires that replanting occur in the fall and exhibit a 75% survival rate after three (3) years and that annual monitoring reports be submitted for a period of five (5) years after replanting.
In order for federal funds to be approved, it is required that the County of Lake certify the right of way required for oak tree mitigation project under Federal Project Number BRLS-5914(108) and submit a Right of Way Certification to the California Department of Transportation.

In return, the department received a credit from ProForce Law Enforcement in which 30 Ruger Model 8500 weapons received. The department requests to add these weapons to its fixed asset inventory. During our April 4, 2017 agenda, I am requesting an opportunity to engage in discussion with the full Board, regarding the possibility of Lake County declaring that it is a place of trust and safety for immigrants who work in our community. The recent flooding on Clear Lake forced the evacuation of dozens of local residents who live in lakeside mobile home parks in Lakeport. A number of those residents are undocumented local Ag workers who have feared that while under evacuation, their immigration status could come to light, leading to possible deportation. These workers play a very important part in our local Ag industry and the Lake County economy. I am requesting that the Board consider directing staff to prepare a resolution in support of our local immigrant community.

The Geysers, a baseload renewable resource located in Lake and Sonoma Counties, is one of the world's largest geothermal resources. While not infinite, there are opportunities for some new energy at The Geysers. More importantly, the existing energy currently being generated must secure long-term, sustainable contracts to continue operating.
Calpine has a 250 Megawatt (MW) contract coming off contract at the end of 2021. In order to preserve the over 300 full-time and hundreds of contracting jobs that we support with our annual $50 -$70 million a year spend on operations and maintenance as well as associated local benefits, Calpine must continue to contract all our Geysers power. We believe AB 920 will help.

The State of California, a leader in the use of renewable energy, set its Renewable Portfolio Standard (RPS) in 2002. The RPS has very successfully encouraged more wind and solar energy, but constant output, baseload, renewable resources such as geothermal has not grown.
The Geysers, a baseload renewable resource located in Lake and Sonoma Counties, is one of the world's largest geothermal resources. While not infinite, there are opportunities for some new energy at The Geysers.
