EXECUTIVE SUMMARY:
The week of July 17th - July 23rd is designated as California Invasive Weed Awareness Week. The purpose of this week is to inform the public of noxious, invasive weeds that exist in Lake County.
Our department will be conducting the 14th Annual Weed Tour on July 20th, 9:00AM-12:00PM, at Anderson Marsh State Park in Lower Lake. The tour will be in and around Anderson Marsh State Park, concluding with lunch and beverages. For more information, please contact us at 263-0217.

EXECUTIVE SUMMARY: Attached for your review and approval is the Building and Rooftop Facility Space License Agreement between the County of Lake and Cellco Partnership, d/b/a Verizon Wireless at 255 N. Forbes St. Lakeport, CA 95453. The agreement has been reviewed and approved by County Counsel and the technical aspects of the proposal and agreement have been reviewed by Peter Gruchawka, the County's Communication Site Manager.
The agreement, which has a five-year term, allows Cellco Partnership, d/b/a Verizon Wireless to occupy the space at 255 N. Forbes St, Lakeport to accommodate communications equipment.

EXECUTIVE SUMMARY:
The purpose of this Memorandum of Understanding (MOU) is to outline the terms and conditions for the California Department of Social Services (CDSS) and the California Department of Health Care Services (DHCS) to allow the County to access the Association of Administrators of the Interstate Compact on Adoption and Medical Assistance (AAICAMA) database. The MOU also provides for training and technical assistance for database users. Use of the database facilitates the transfer of information between states for establishment of medical benefits for children with adoption assistance agreements. The AAICAMA database replaces the paper ICAMA 700 form and is used to open Medicaid cases between states for adopted special needs children. In order to serve these children as required, the County needs access to the AAICAMA database.

This year the committee has selelected Mr. Dwight Holford as the recipient. Mr. Holfords accomplishments and efforts initiated many positive programs in the south county that continue to this day. The committee will recommend that Mr. Holford be recognized as the 2017 Conservationist of the Year

The Hearing Request was received due to a Notice of Nuisance and Order to Abate; see Attachment 2, being issued and a copy sent certified mail to the property owner of record.
On May 31, 2017, Code Enforcement staff conducted a site visit at the property located at; 3260 Klein Street, Nice CA. Upon arriving at the property, property owner Valdivia was present at the site. Contact was made with her and she was informed by Code Enforcement Officer Michael Penhall that it was against County ordinance to camp, to have any open and outdoor storage and a shed without a primary residence on a vacant parcel. After speaking with Ms. Valdivia, a Notice of Nuisance and Order to Abate was prepared and a copy provided to her there at the property.
This referenced property is .087 acres, zoned "RR" with NO permitted primary residence. As of this date, per Community Development Department records, there have are no permits applied for or obtained for this property; see Attachment 3. The Lake County Zoning Ordinance; Chapter 21, Section 2.6; Chapter 21, Section 3.8 (a); Chapter 21, Section 41.12 and California Health and Safety Code; Section 17920.3 does not allow for camping and open and outdoor storage on a vacant parcel.

On motion of Supervisor Steele, and by vote of the Board, moved to hold the Order to Abate for 45 days on the property located at 3260 Kline St, Nice (APN 0309025-07 –Maria Valdivia). During this time, living on the property will not be allowed according to regulations and the building permit must be secured. The department may continue with the abatement process if these requirements have not been finalized within the 45 day time period. The motion carried by the following vote:

EXECUTIVE SUMMARY: APN's 004-026-13 and -14, owned by Keith Long and his father Henry Long respectively, are located within LACOSAN, specifically on Mackie Road in North Lakeport. Please see the attached map. The property owners are requesting that they be allowed to install septic systems to serve the homes they intend to build for the reasons in their written requests, which are attached. LACOSAN field staff and the Area Superintendent concur. Please see the attached Service Request. EXECUTIVE SUMMARY:
The Rural County Representatives of California (RCRC) Cannabis Summit was held in Humboldt County on June 28 through June 30, 2017. Supervisors from Northern California Rural Counties (including S.F. and Oakland) were in attendance. I will present a report on the conference and share a PowerPoint presentation on the topics discussed.

EXECUTIVE SUMMARY:
In June of 2011, your Board granted the County Administrative Officer authority to execute leases and licenses of County real property on a limited basis. This authority expired December 31, 2015, although this just recently came to my attention. Staff has reviewed all relevant ordinance sections, and recommends amending the language regarding expiration of this section, given this change has facilitated a more transparent process for those leasing or licensing County property, without any detriment to the County.
Section 25537 of the California Government Code empowers your Board to authorize a county officer or officers to execute leases and licenses on a limited basis for a period of no more than five years.
Section 2-192.1, Article XXVI, Chapter 2 of the Lake County Code presently reads:
"192.1 The County Administrative Officer, or his/her designee is authorized to execute leases and licenses let pursuant to Section 2-191 and upon approval of the Board of Supervisors under Section 2-190. Such authority shall expire on December 31, 2015."
At this time, staff recommends your consideration of this new language:

EXECUTIVE SUMMARY: The continuing structure inventory and appraisal program conducted by Caltrans on Lake County's behalf has shown that a new load capacity calculation on the subject bridge has resulted in the need to repeal the weight and speed restriction ordinance.
Staff has prepared the attached ordinance to repeal the weight and speed limits on Wolf Creek Bridge on Wolf Creek Road.
Your favorable consideration of the subject ordinance will facilitate the proper revision of the Ordinance Code.

The "wildlife" budget is administered by the Ag Commissioner's office.
The Chamber of Commerce and LC Fair request the support for a live-fish educational display. The LC Fish and Wildlife Advisory Committee recommends that the Board support the Committee's recommendation to allocate $1,500 from the Fish and Wildlife Fines account to partially fund an educational display of native fish at the Lake County Fair this year. The display is a large live-tank that will be populated with local fish from Clear Lake. The display, the size of a semi-truck, will be used by local fishing guides to give fishing tips and local biologists to talk about fish ecology. Similar tanks in the past have generated a great deal of enthusiasms from those who have seen it.

SUBJECT: Consideration of a temporary closure of a portion of Clear Lake in front of Library Park on Saturday August 19, 2017 from 8:00 a.m. to 12:00 p.m. for single-boat, high-speed demonstration runs associated with the Hot Car and Boat Show to benefit Operation Tango Mike
EXECUTIVE SUMMARY: Tony Barthel is once again hosting this annual event on August 18-20 to raise funds for Operation Tango Mike to benefit veterans and military. All proceeds from the event go to Operation Tango Mike. Mr. Barthel is requesting closure of a portion of Clear Lake on August 19 to allow for high-speed boat passes offshore of Library Park. The course will be marked with buoys and the Coast Guard Auxiliary, Sheriff's Marine Patrol and event volunteers will be on the lake to ensure safety of spectators. The event host will be required to execute an insurance agreement covering the County with $3,000,000 per single occurrence and $6,000,000 combined and to execute the Hold Harmless provision.
This event will require the Board to authorize closure of the portion of the lake situated approximately 500 feet offshore from Library Park and extending approximately 1 mile in a northerly direction as approximated on the attached map. The Board of Supervisors has the authority to grant this temporary closure pursuant to Section 11.3 of Chapter 23 of the Clear Lake Shoreline Ordinance if the Board finds that the proposed uses are appropriate but require special regulations or separation from other uses. In light of the scope of this event and the risks inherent therein, staff believes that this event meets those tests.
