EXECUTIVE SUMMARY:

On December 20, 2016, your Board approved the GSFA Second Agreement for Residence Emergency Disaster Assistance Program. As you recall, GSFA provided $700,000 in assistance under this Agreement, for Valley Fire survivors. The GSFA Board approved the County of Lake's request to reallocate the current $700,000 Grant Funds for Valley Fire Survivors on December 6, 2017. The $700,000 Grant Funds are now allocated in the amounts of $600,000 for Valley Survivors and $100,000 for Sulphur Fire Survivors. The funds are available to survivors for interim rental assistance and housing costs, including assistance with utility bills or home utility reconstruction repairs. Funds are limited to $2,500 per household. We continue to be very thankful to GFSA for making these funds available, and for agreeing to amend the agreement to enable Sulphur Fire Survivors to receive support for their housing needs. Like before, 5% of funds under this Agreement are able to be used for administration or indirect costs. Under a separate agreement, North Coast Opportunities (NCO) has made these funds available to qualified Valley Fire Survivors and will now be able to include Sulphur Fire Survivors. Date: January 9, 2018 · To: Board of Supervisors · From: Lars Ewing, Public Services Director · Subject: Approve Agreement with Ceres Environmental Services, Inc. for Redwood Valley Fire Debris Disposal and Reimbursement of Costs at the Eastlake Sanitary Landfill DISCUSSION On November 14, 2017, the Board of Supervisors directed staff to enter into an agreement with Environmental and Chemical Corporation (ECC), the contractor awarded an emergency task order by the U.S. Army Corps of Engineers (USACE) for the cleanup operations in Lake and Mendocino County, allowing for the use of the Eastlake Landfill as a final disposal location for debris generated from the public fire debris cleanup operations in Mendocino County. The Board directed that the agreement establish the following terms: a cost reimbursement rate of $67.62 per ton, a disposal limit of 75,000 tons of fire debris from Mendocino County, and a specifically prohibited hauling route. The agreement was executed on November 17th and ECC progressed with their cleanup efforts. Once ECC reached their financial task order limit with the USACE, however, the USACE awarded a separate emergency task order to AshBritt, Inc. for the continuation of the public cleanup efforts. On December 19th the Board approved a similar agreement with AshBritt for the disposal of Mendocino County debris at the Eastlake Landfill. On January 2nd, County staff was notified that the USACE had awarded a new Indefinite Delivery Indefinite Quantity contract to a different company, Ceres Environmental Services, Inc. (Ceres), for the completion of the debris removal program.

Ceres contacted the Public Services Department with a desire to use the Eastlake Landfill as a final disposal location for Mendocino County fire debris. Staff shared with Ceres the Lake County Code which limits the use of the Eastlake Landfill to inhabitants of Lake County or a firm or corporation that has an established place of business in the County of Lake, except as may be provided by contract or agreement with the Board of Supervisors. The attached draft agreement has been prepared that includes the same terms under which the Board originally allowed acceptance of Mendocino County fire debris with the previous USACE contractors. Those terms include cost reimbursement, a specifically prohibited hauling route, and a disposal limit of 75,000 tons that applies to the sum of all Mendocino County debris disposed at Eastlake Landfill from USACE-contracted public cleanup operations. At the direction of your Board, the committee list has been amended to include the Emergency Medical Care Committee (EMCC) and revised assignments were made for the First Five Commission. Additionally, we have re-added the RDA Oversight Committee's for County and both cities, as they were inadvertently left off. However, come July 2018, these committees will be consolidated to one (vs. three) and your Board will need to assign one member at that time. TBD at the July 10, 2018 meeting. EXECUTIVE SUMMARY: Since attending the Governor's Office Recovery Summit in Sacramento on December 1, 2017 with Supervisor Steele, I have been working with my counterparts in the surrounding counties of Mendocino, Napa and Sonoma impacted by the Northbay Firestorm of 2017, to prepare a regional letter, for the consideration of all four Boards of Supervisors, outlining long-term recovery needs, future prevention measures to be taken and more. As you will note on the attachments, the resulting requests are comprehensive, divided into fiscal and policy-related legislative requests. On January 9, 2018, all four Boards will consider this letter. Providing approval is secured in all four counties, it will be expedited to the Governor and to the CalOES Director. Given the broad nature of the requests, this letter is intended to serve as a starting point for a regional meeting, or series of meetings to further discuss both needs and solutions. In addition, this letter will be shared with Senator McGuire and Assemblymember Aguiar-Curry who have also been instrumental in our recovery efforts.
