I recommend our Board support SB 897. As presently written, SB 897 would allow wildfire survivors to more quickly begin rebuilding their lives and homes, and bring much needed fairness and peace of mind to disaster survivors.
Given our unique perspective as a repeatedly disaster-impacted area, I recommend we also suggest that final language should prioritize balance in the insurance industry, to ensure local homeowners are not priced out of the market.

SUBJECT: Approve Letter of Support for Senate Bill (SB) 897, amendments to the Insurance Code relating to wildfire-related provisions of residential property insurance
EXECUTIVE SUMMARY:
As you may be aware, Senators McGuire and Dodd recently introduced SB 897, amendments to the Insurance Code relating to wildfire-related provisions of residential property insurance. I know we all appreciate the great lengths to which Senator McGuire, particularly, has gone to help Lake County residents recover from disaster. His work has been invaluable.
I recommend our Board support SB 897. As presently written, SB 897 would allow wildfire survivors to more quickly begin rebuilding their lives and homes, and bring much needed fairness and peace of mind to disaster survivors.
Given our unique perspective as a repeatedly disaster-impacted area, I recommend we also suggest that final language should prioritize balance in the insurance industry, to ensure local homeowners are not priced out of the market.

EXECUTIVE SUMMARY: The Department of Child Support Services requests your Board's approval of the attached agreement with Breezy Janitorial for janitorial services. Staff received two bids from janitorial services, from the five that were sent out, with Breezy Janitorial providing the best overall bid. The funding for this department is covered by state and federal funding.

On September 1 2015, Governor Jerry Brown signed AB 415 into law; adding Chapter 1.7 (commencing with section 14050) to Division 14 of the Elections Code known as the "California Voter Participation Rights Act". The new law requires districts with regularly scheduled odd-year elections which have experienced "significant decrease in voter turnout" in the last regularly scheduled election to adopt a plan to transition to even-numbered year general elections no later than January 1, 2018. Significant decrease in voter turnout is described as voter turnout at least 25% less than the average turnout of previous four statewide general elections.
The County of Lake's average turnout for the previous four statewide general elections (2016, 2014, 2012, and 2010) is 65%; in comparison, the turnout for the regularly scheduled 2017 election for special districts that went to election was an average of 19.9%, the difference in turnout is 45.1%. Voter turnout for odd year elections in comparison to even year elections consistently yields a difference greater than 25%.
Currently, the Anderson Springs Community Services District and the Butler-Keys Community Services District ("Community Services Districts") elect their governing body members in November of odd-numbered years. In order to change from odd-numbered years to even-numbered years, the Board of Directors of the Community Services Districts must follow the process set forth in Elections Code section 10404.
The Community Services Districts Board of Directors have adopted a resolution approving the rescheduling of their governing body member elections from odd-numbered years to even-numbered years; and, the District Board of Directors have requested that your Board approve the consolidation of the Community Services Districts' Governing Body Member Elections with the statewide general elections held in even-numbered years. For your Board's information and review, I am including the Anderson Springs Community Services District Board of Directors adopted Resolution No. 11-08-2017 and the Butler-Keys Community Services District Board of Directors adopted Resolution No. 2017-3.
Since the Registrar of Voters office will be conducting the Governing Body Member Elections, I would like to request that your Board direct the Registrar of Voters on behalf of the Board of Supervisors, to notify all of the school and special districts located in Lake County in writing of the receipt of the Community Services Districts' resolutions to consolidate with the statewide general election and request input from each district on the effect of consolidation if any.
Elections Code section 10404 requires a public notice of the proceedings before your Board pursuant to section 25151 of the Government Code in which the named Community Services Districts' requests to consolidate each District's Governing Body Member Election with the statewide general election held in even-numbered years is considered for approval by your Board. The Public Hearing is scheduled for Tuesday, April 24, 2018 at 9:30 a.m.

EXECUTIVE SUMMARY:
On September 1 2015, Governor Jerry Brown signed AB 415 into law; adding Chapter 1.7 (commencing with section 14050) to Division 14 of the Elections Code known as the "California Voter Participation Rights Act". The new law requires districts with regularly scheduled odd-year elections which have experienced "significant decrease in voter turnout" in the last regularly scheduled election to adopt a plan to transition to even-numbered year general elections no later than January 1, 2018. Significant decrease in voter turnout is described as voter turnout at least 25% less than the average turnout of previous four statewide general elections.
The County of Lake's average turnout for the previous four statewide general elections (2016, 2014, 2012, and 2010) is 65%; in comparison, the turnout for the regularly scheduled 2017 election for special districts that went to election was an average of 19.9%, the difference in turnout is 45.1%. Voter turnout for odd year elections in comparison to even year elections consistently yields a difference greater than 25%.
Currently, the Adams Springs Water District, Buckingham Park Water District, Callayomi County Water District, Clearlake Oaks County Water District, Cobb Area County Water District, Konocti County Water District, Upper Lake County Water District, and Villa Blue Estates Water District ("Water Districts") elect their governing body members in November of odd-numbered years. In order to change from odd-numbered years to even-numbered years, the Board of Directors of the Water Districts must follow the process set forth in Elections Code section 10404.
The Water Districts Board of Directors have adopted a resolution approving the rescheduling of their governing body member elections from odd-numbered years to even-numbered years; and, the District Board of Directors have requested that your Board approve the consolidation of the Water Districts' Governing Body Member Elections with the statewide general elections held in even-numbered years. For your Board's information and review, I am including the resolutions adopted by each district's Board of Directors: Adams Springs Water District Resolution No. 7-17; Buckingham Park Water District Resolution No. 17-10-01; Callayomi County Water District Resolution No. 17-18-3; Clearlake Oaks County Water District Resolution No. 17-27; Cobb Area County Water District Resolution No. 9-17; Konocti County Water District Resolution No. 17-7; Upper Lake County Water District Resolution No. 2017-03, and Villa Blue Estates Water District Resolution No. 2017-1.
Since the Registrar of Voters office will be conducting the Governing Body Member Elections, I would like to request that your Board direct the Registrar of Voters on behalf of the Board of Supervisors, to notify all of the school and special districts located in Lake County in writing of the receipt of the Water Districts' resolutions to consolidate with the statewide general election and request input from each district on the effect of consolidation if any.
Elections Code section 10404 requires a public notice of the proceedings before your Board pursuant to section 25151 of the Government Code in which the named Water Districts' requests to consolidate each District's Governing Body Member Election with the statewide general election held in even-numbered years is considered for approval by your Board. The Public Hearing is scheduled for Tuesday, April 24, 2018 at 9:34 a.m.

As your Board is aware, in the afternoon of July 29, 2015 the Rocky Fire began in the area of Morgan Valley Road and continued for several weeks. This prompted the activation of the Lake OES Emergency Operations Center (EOC) and Matt Perry, County Administrative Officer/OED Director (retired) declared a Local Emergency on July 31, 2015. On August 4, 2015, your Board ratified the declaration by Resolution no. 2015-107, confirming the existence of such emergency. The dangers of this year's fire season continued on Sunday, August 9, 2015, when the Jerusalem Fire broke out, and your Board amended the declaration of a local emergency on August 18, 2015, to include the Jerusalem Fire, by Resolution no. 2015-109. On the afternoon of September 12, 2015, the Valley Fire began. As your Board is aware, in the afternoon of July 29, 2015 the Rocky Fire began in the area of Morgan Valley Road and continued for several weeks. This prompted the activation of the Lake OES Emergency Operations Center (EOC) and Matt Perry, County Administrative Officer/OED Director (retired) declared a Local Emergency on July 31, 2015. On August 4, 2015, your Board ratified the declaration by Resolution no. 2015-107, confirming the existence of such emergency. The dangers of this year's fire season continued on Sunday, August 9, 2015, when the Jerusalem Fire broke out, and your Board amended the declaration of a local emergency on August 18, 2015, to include the Jerusalem Fire, by Resolution no. 2015-109. On the afternoon of September 12, 2015, the Valley Fire began. As your Board is aware, departmental budget submissions are due this Friday, April 13, and budget season is a time to consider financial allocations and to set priorities and plans for the future. Last spring, your Board set the tone for a well-rounded budgetary process with the establishment of your Fiscal Year 2017-18 Goals.
In January, each of you attended a Community Visioning Forum in your District. Hundreds of Lake County residents voiced their concerns and hopes through our five Forums and related public comment opportunities. The overwhelming theme was a need to think forward - to keep Lake County residents safe, develop infrastructure that will support vibrant communities and take ordered steps to enable economic development.

Following discussion, staff was directed to revise the first priority to read as follows, "Consider and promote the well-being and ecomonic resilience of every Lake County resident". In addition, Supervisor Simon agreed to serve on a committee with the CAO and various department heads to draft a revised Mission Statement and Motto which are consistent with Vision 2028.
