EXECUTIVE SUMMARY: Through our membership with the CSAC- Excess Insurance Authority (EIA), Human Resources procures Drug and Alcohol Testing Services, for our Department of Transportation (DOT) jobs and for reasonable suspicion, through a recommended vendor. Recently, CSAC-EIA has recommended a change in vendors from Alere to Plexus Global. The services through Plexus Global will either cost the same or be less expensive in some cases. Total expenditures for these services typically average less than $1,000 per year but we are requesting Board approval because there is no maximum compensation contemplated in the agreement. Costs will be billed according to the Addendum/Scope of Work. The term of the agreement is for three years, with a one year renewal. EXECUTIVE SUMMARY: In January of 2019, Lake County Behavioral Health Services took over administration of the Lake County (housing) Continuum of Care (CoC), a coalition charged with addressing issues in the county around homelessness and housing. Governed by the U.S. Department of Housing and Urban Development (HUD), the CoC is mandated to utilize a database known as the Homeless Management Information System (HMIS). The current system in use is inadequate and does not meet all the mandates and requirements of HUD. The CoC has purchased a new HMIS database system (approved by HUD and the State of California) and must now send staff to a "train the trainer" training in Las Vegas, Nevada. This training conference will enable staff to gain the knowledge and skills necessary to operate the HMIS system and to train other members of the CoC in the operation of the HMIS system. We have selected one of our Business Software Analysts, Richard Yocom, to attend this training.

EXECUTIVE SUMMARY: On March 15, 2016, the Sheriff's Department was authorized to enter into contract negotiations with Trinity Services Group, Inc. to provide supervision of the preparation and service of meals at the Lake County Jail/Hill Road Facility. This contract is for a period of 3 years with the option for two (2) one (1) year extensions. We have entered our fourth year of this contract which requires approval of the attached document.

Code Officer Freeman contacted CLO Water and spoke to Susy. She stated the water to parcel 035-172-14 is inactive but the water to 035-172-15 is active. She stated she would have one of the inspectors check to see if the water is being directed to the house. July 31, 2018 Code Enforcement received a call stating that Lawrence Ratcliffe had passed away in the house. A phone call was placed to James Ratcliffe, September 18, 2018, the brother of the deceased. On June 03, 2019, staff requested authorization to initiate a summary abatement for the removal of the hazardous issues that cause life safety issues and board up residence. On June 04, 2019, the Community Development Department Director authorized staff to initiate the summary abatement process after being fully briefed on life and safety hazards at 6070 Third Ave. in Lucerne to include photos of property inside and out and that the 3rd District Supervisor has been made aware of the conditions. County Counsel has been consulted as stated above. On June 12, 2019, staff conducted a site visit with Leonard's Hauling and Tractor Service and Northern Industrial Construction to obtain bids for the summary abatement.
