Executive Summary

(include fiscal and staffing impact narrative): This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows: The need to take action came to my attention subsequent to the posting of the current agenda. There is a need to take immediate action before the next available agenda. On January 24, 2020, I was advised of the California Complete Count-Census 2020 department's offer of additional funding, in the amount of $13,000 to be made available to Lake County for local collaborative outreach efforts. In order to receive the additional funding, the state required your Board approve the attached amendment to agreement, also by January 24, 2020. However, at staff's request, the state has agreed to accept our approved amendment immediately following your January 28, 2020 meeting.

Background

On March 13, 2019, your Board approved the Standard Agreement making Lake County eligible to receive $75,000 to assist with outreach efforts to help ensure that every resident of Lake County is counted. Since that time, County staff has been working collaboratively in this effort, with many community partners. With the additional funding, the County will become eligible for a total of $88,000 in state funding. Priorities for the additional funding include: 1. Printing of census collateral materials in languages that support the hardest to count demographics and local outreach strategies approved in your Implementation Plan. 2. Providing in-language support at Questionnaire Assistance Centers and other outreach activities focused on motivating hardest to count communities to complete the census questionnaire. 3. Executing census outreach activities in tracks where there are currently no activities planned. 4. Bolstering existing efforts in hardest to count census tracks to amplify the campaign's call to action of completing the census questionnaire online

Executive Summary

(include fiscal and staffing impact narrative): We regularly and rightfully recognize the invaluable work of our First Responders in the aftermath of disaster events. It is equally important we recognize the extraordinary efforts of individuals and organizations that work to prevent disasters from occurring. From 2015-2018, Lake County faced four consecutive devastating fire seasons, and the efforts of so many to respond stretched the capacity of nearly every public agency. Though we did face some wildfire events in 2019, none were of the scale of the previous fire seasons, and the help and support of Caltrans District 1 and Konocti Conservation Camp were a significant contributor. In mid-2019, Paul Johnson and Marty Sills of Caltrans met me on their own time, on a Saturday, and identified an area of potential wildfire concern from Ely Stage Stop to the end of California State Route 281, Soda Bay Road. Cal Fire Battalion Chief Jake Hannan, Chief Greg Bertelli, and Konocti Conservation Camp put together an inmate crew, and over the course of several days, cleaned 50-100 feet on either side of portions of Soda Bay Road, to protect residents of Clearlake Riviera. Again, following the 1,000 Hands initiative of August, 2019, Caltrans District 1, South Area, crews mobilized in a timely manner to remove debris cleared by 300 volunteers over a six-mile stretch of Soda Bay Road. These were significant undertakings that kept Lake County residents safe and kept properties intact, and they warrant our Board's recognition and commendation. Please adopt and present the attached Proclamation.

Executive Summary

(include fiscal and staffing impact narrative): This grant from the California Governor's Office of Emergency Services (Cal OES) was created in 2018 for the purpose of funding affiliate, developing, and accredited Child Advocacy Centers in California who work with child abuse victims to reduce trauma to children and their families by using a multidisciplinary team approach. The Victim Witness Division of the District Attorney's Office has had its Multi-Disciplinary Interview Center (MDIC), Hope House, operational for nearly 14 years. The MDIC uses specialized audio/video equipment to conduct children's interviews in a less intimidating setting. Due to the nature of these situations, interviews must be conducted by a specially trained, trauma-informed professional who can build rapport with the child, while conducting a meaningful and productive interview. There are several reasons we are requesting to continue to apply for this grant: (1) this is the only CalOES victim services grant that allows funds to be used for Hope House, (the multi-disciplinary interview center) (2) the current MDIC is lacking adequate storage and the grant will allow funds for a storage unit. (3) this grant will provide for one full time permanent position, a specially trained forensic interviewer. All appropriations requested to achieve the goals of this grant project will be reimbursed by grant funds.

(include fiscal and staffing impact narrative): Lake County Special Districts (District) is responsible for three (3) dams under State jurisdiction with respect to dam safety. One falls under the jurisdiction of Lake County on behalf of CSA2, while the other two, addressed by this agreement, fall under the jurisdiction of LACOSAN. Senate Bill 92 was enacted in June 2017, and requires owners of dams to prepare inundation maps for their dams and critical appurtenant structures. Owners must submit inundation maps to the Division of Safety of Dams (DSOD) for approval. Owners must also develop emergency action plans (EAP's) based on approved inundation maps and submit them to the Governor's Office of Emergency Services (CalOES) for approval. To this end the District advertised a Request for Proposals (RFP) for these services. Proposals were due by 3:00 p.m. on Wednesday, February 20, 2019.
