This pest has been detected in 18 counties, from Placer to San Diego. The citrus industry is funding this trapping program to determine how many counties are infested. The agreement is $8,762. Should the board adopt this resolution, please have the chair sign and return one original copy of the agreement, one copy of the board resolution and return them to the Department of Agriculture for processing. A signed complete copy will be returned for your records.

Executive Summary

(include fiscal and staffing impact narrative): Lake County is classified as attainment for all federal and state ozone standards and has been so since the 1980s. Lake County had a single 1-hour ozone concentration equal to 0.103 parts per million (ppm) since ozone measurements started. This value occurred during the 2017 wildfires and was likely the result of other interference products affecting the ozone analyzer. The requirement to develop an emergency episode plan was triggered by having the single one (1) hour ozone concentration above 0.10 ppm. The Federal Clean Air Act (CAA) 40 CFR Section 51.152. requires states to develop emergency episode plans designed to prevent air pollution in the region from reaching significant harm levels. Lake County has never reached a level that would trigger the utilization of an ozone emergency episode plan. With no major sources of ozone and only minor sources of ozone precursors, there are no significant steps that could be taken other than public notifications. The Ozone plan would require staff to do the work we already do during air pollution events, so developing an ozone plan is another burden requiring updating, documentation, auditing, etc, which requires staff time and funding and the plan would reduce local flexibility to react to local needs. As a result, I am recommending that this Board authorize submitting the attached request for an exemption from the requirement to develop an ozone emergency plan to reduce staff time and costs related to developing and maintaining a plan, and to ensure that local control and local flexibility are maintained.

Executive Summary

The purpose of this grant funding is to provide support to Continuums of Care, Large Cities, and Counties to protect the health and safety of homeless populations and reduce the spread of the COVID-19 outbreak. In accordance with the authority cited above, the Housing Coordinating and Financing Council (HCFC) shall distribute these funds to California Continuums of Care. Kelseyville Methodist Church as Fiscal Agent of the Hope Rising Warming Center Project has agreed to utilize this funding to develop and maintain their warming center as a COVID-19 outbreak shelter during this time of crisis. The Lake County Continuum of Care has decided to support this as well.

The award funds have not been received as of 4/9/2020 and the Hope Harbor COVID-19 shelter is in need of the funding as soon as possible. LCBHS would like to advance the funds through an emergency check in anticipation of receiving the funds. LCBHS staff recommends authorizing the Auditor-Controller to issue an emergency check by 4/9/2020 close of business.

(include fiscal and staffing impact narrative): In light of the COVID-19 crisis and likely overlap with the impending wildland fire season, on our April 7, 2020 agenda, I am requesting our Board consider the following: (a) Update on Benefit Zone efforts (b) Shorten abatement requirements for necessary fuel reduction (c) Public notifications of the need for property owners to ramp up reduction of hazardous vegetation. (d) Reinforce and confirm the definition of Essential Worker to include Vegetation Services, Tree Maintenance, Landscapers, Gardeners and Property Managers. We all know the level of resources that are needed during a wildland fire and/or a PSPS. The Lake County Sheriff's Office was recently informed of an opportunity to acquire a refrigerated trailer from Hub Group, Incorporated, of Oak Park, Illinois. A limited number of trailers were made available, and Hub Group's Senior Vice President, Ivan S. Zenovic, notified the Office of Emergency Services Lake County be receiving one. We greatly appreciate the Hub Group's extraordinary generosity, and your Board's acceptance of this donation, valued at $17,200, will enhance the Lake County Sheriff-Coroner's capacity to respond in the event of a surge in COVID-19 activity in the coming weeks.

Background

California Government Code sections 25355 and 25356 empower your Board to accept or reject any donation of cash, services and/or supplies made to or in favor of the County. Your Board may also grant this authority to any elected or appointed County Department Head or the County Administrative Officer. Section 10, subsection 40 of the Lake County Policies and Procedures Manual, as amended December 19, 2017, describes your Board's general policy and exceptions, and authorizes the County Administrative Officer to determine, case-by-base, whether donations of services or supplies during a declared Local Emergency require your Board's approval. Contract Change Order No. 3, Site 10 - Castlewood Road, addresses increasing the structure excavation and slurry-cement backfill bid items to reflect actual in-place quantities and the need for extra work to remove a portion of large boulders encountered in the excavation during installation of the concrete headwalls. This results in an increase of $2,540.94 to the contract amount of $645,300.33 for a revised contract amount of $647,841.27. This project is funded 75% from the State's CalOES funds and a 25% local match. Therefore, this project is 100% funded thru construction.

Recommended Action

Staff recommends approval by the Board of Supervisors of CCO 3 and that the Board authorize the Chair to execute said CCO for an increase of $2,540.94 and a revised contract amount of $647,841.27.
