Executive Summary

(include fiscal and staffing impact narrative): Skylark Shores has contracted with Lake County to provide a block of rooms available for residents who are subject to quarantine and/or isolation orders due to COVID-19, and may not have a safe place to shelter. The original Skylark Shores Resort Agreement was for a 16-room block with a rate of $24,000 monthly. This First Amendment to this Agreement will reduce the number of rooms available to six, but will still allow the option for expansion back to 16 rooms if needed. The adjusted cost will now be $13,500 monthly with any additional rooms need over the six to be billed at an individual rate of $50 per day. This First Amendment to the Agreement has a maximum amount payable of $81,000 over the term of this Amendment. This cost has been budgeted from state funds awarded for COVID-19 crisis response.

Recommended Action

Approve Amendment to the Agreement between the County of Lake and the Skylark Shores Resort for COVID-19 Emergency Isolation Housing and authorize the Chair to sign.

Executive Summary

(include fiscal and staffing impact narrative): Annually, the cannabis ordinance is meant to be revised. I have had many conversations over the course of the past year to discuss other potential revisions that could be made to enhance the ordinance which would continue to promote the mitigation of negative impacts to our communities as well as enhance the potential for the industry to be successful which in turn allows for the county to collect Measure C and Measure K taxes. Summary of changes: - Decrease in minimum acre size for indoor grows - Elimination of plant count limitations for small scale grows - Addition of Processing Licenses in PDC - Addition of deadline date for registering with the California Resources Control Board for water quality protection programs by 10/31/2020 - Changes to background checks to allow for flexibility for worker needs - Changes to security surveillance system requirements being necessary only during active operations only - Addition of Type 10 and Type 10 A dispensary license to Microbusiness as long as it is part of a resort operation and not stand alone.

Recommended Action

Offer the Ordinance for passage.

Director De Leon suggested that this could be reviewed on May 28, 2020 during the final Planning Commission meeting of the month. If approved today to send this to the Planning Commission, it would be well within the 10 day noticing period required in order for this item to be heard at the Planning Commission. Summary of potential changes: - Changes in acre and setback from property lines for indoor grows. - Changes in setbacks from public lands from 1000 feet to 200 feet. - Changes in setbacks from waterways to match state water board standards.

Executive Summary

I would like to ask the Board to adopt the attached Resolution which approves the Financial Plan between Lake County and USDA APHIS Wildlife Services for July 1, 2020 through June 30, 2021. The Financial Plan amount is $110,202. The previous agreement was $106,475. The revenue accounts for 62% of the budget and it originates from local property taxes and state fees. Wildlife Services maintains an integrated wildlife damage management program in Lake County to protect residents, property, livestock, crops and natural resources from damage caused by predators and other nuisance wildlife. The Wildlife Services program provides Federal leadership in managing these issues. Federal trappers use wildlife damage management strategies that are biologically sound and environmentally safe. They work with State Fish and Wildlife when managing wildlife problems and strive to reduce damage caused by wildlife to the lowest possible levels while at the same time reducing wildlife mortality.

Recommended Action

Executive Summary

I would like to ask the Board to adopt the attached Resolution approving the agreement with the California Department of Food and Agriculture (CDFA) for the trapping and detection of European Grapevine Moth (EGVM) in Lake County from January 1, 2020 through December 31, 2020. The agreement amount is $30,810.00. This is a joint federal (USDA), state and county program which can detect early infestation of European Grapevine Moth. The USDA provides funding for the state, and state then distributes a portion of those funds to the counties. The counties are responsible for implementing the EGVM trapping program. The traps being deployed are meant to detect EGVM. The program begins March 1st and ends on August 31st. All traps must be checked and serviced bi-weekly. The Lake County Sheriff's Office has identified the need for shelving units and a Hepa air filtration system. The shelving units will be used in the Sheriff's Office refrigerated trailer, obtained in April of 2020. As the Board of Supervisors is aware the refrigerated trailer was obtained in order to assist the Sheriff's Office in responding to a mass casualty event. Currently the Lake County Sheriff's Correctional Facility has the ability to isolate one inmate in a negative air flow cell. With the purchase of the Hepa air filtration system, the Lake County Sheriff's Correctional Facility will be able to isolate multiple inmates in a negative air flow cell, assisting in protecting inmates and correctional staff within the facility. The Lake County Sheriff's Office has identified the need for, Tyvek suits, N95 masks, face shields, COVID-19 test kits, Neck Gaiters and repairs to the refrigerated trailer as necessary supplies and repairs. Executive Summary

Earlier this year, the Sheriff's Office received $9,935 from Trinity in payment for the use of our Jail Kitchen to prepare meals for Colusa County. We appropriated this money into the Sheriff/Jail budget 2301, object code 62.74 for the purchase of kitchen equipment we may not have otherwise been able to purchase. The current meat slicer was inadvertently damaged by an inmate. The repair vendor was able to provide a temporary fix, however, it was recommended we replace the unit as soon as possible. The kitchen buys all lunch meat in bulk chubs. The chubs are than sliced with a meat slicer into slices for sandwiches and other meals. The chubs are a cheaper alternative to buying sliced lunch meat. The facility currently does not have a countertop griddle. The griddle will be used to accommodate greater efficiency in food preparation. The griddle will be used to cook pancakes, hamburgers and other items that can be cooked on a flat top. The pancakes are a frequent breakfast item. The griddle has a large surface area to cook numerous items at once. Three bids were received from Myers Food Service Equipment, Cook's Correctional and Restaurant Supply with Myers being the low bidder. Copies of each bid are attached. Not applicable

Both Federal and State law requires that five Child Welfare Services (CWS) cases per quarter are read for Quality Improvement (QI). The California Department of Social Services (CDSS) assigns a list of cases which are to be reviewed. Once the first level Quality Insurance (QI) is completed and submitted by LCDSS staff, an Analyst from the State must read all five cases and the accompanying narratives, in order to perform their Quality Assurance (QA). QA and QI form a feedback loop which can help identify strengths and weakness in practice. Any trends or discrepancies are addressed to further support the safety, health, and well-being of children and families in Lake County. Previously, LCDSS had two staff members who were certified to complete Federal case reviews, and CWS was capable of completing in-house QI and QA. Frequent changes in staffing in the last several years has only allowed CWS to maintain one certified staff member. QI and QA cannot be performed by the same person and both types of reviews are important for continuous quality improvement. The QA services provided by CDSS will be paid out of a percentage of the QA Full Time Equivalent allocation from CDSS.

On January 15, 2019, your Board approved the Housing Support Program (HSP) contract between Social Services and North Coast Opportunities (NCO) for the term of January 1, 2019 to June 30, 2021. Due to program changes and a significant funding increase for fiscal year 2019/2020, a new contract was drafted to replace the first version. Upon approval, this contract will replace the original agreement approved by your Board. HSP provides resources to support CalWORKs clients that experience chronic and repetitive homelessness. The program provides rental assistance and other supportive services to help participants retain permanent housing. Since the program's start in early 2019, HSP has served over 50 families in Lake County. HSP utilizes the Housing First approach which prioritizes clients based on chronicity/duration of homelessness, vulnerability, or high utilization of crises services, without consideration of income and barriers in order to rapidly match clients with appropriate housing and supportive services. Changes to the new contract include additional funding from CDSS, more flexibility to accommodate varying family situations, and the addition of a Housing Navigator specialized in assisting clients during their search for permanent housing.
