Attached, for your approval, is the Agreement between the County of Lake and Clover Valley Guest Home for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2020-21. Clover Valley Guest Home is a Board and Care Facility specific to the needs of older adult clients requiring placement. Clients placed at Clover Valley Guest Home are actively engaged in Lake County Behavioral Health Services (LCBHS) services and can participate in their Recovery Program leading to positive outcomes and a successful return to the community. Clover Valley Guest Home has proven to be a cost-efficient alternative for care for clients ready to be transitioned from institutes for Mental Disease (IMDs). The daily patch rate for placement at this facility is between $85 and $100 per day per resident. The higher patch rate will be charged for residents with additional services. As LCBHS currently has clients placed at this facility and it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find a new placement for these clients. In addition, changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.

Attached, for your approval is the Resolution to authorize Lake County Behavioral Health Services Director to sign the Standard Agreement between the County of Lake and the Department of Health Care Services for the period between July 1, 2018 through June 30, 2021, which is also attached. This Standard Agreement outlines and discusses the program specifications including scope of work, assessment and data collection tools, funds provision, general terms and conditions, special terms and conditions, additional provisions including HIPAA Business Associate Addendum, travel reimbursement information, and contractor's release. As there is no anticipated fiscal impact, and no additional duties are required of LCBHS, we are seeking Board of Supervisor review and approval of the Behavioral Health Services Director to sign this document as it represents a formal protocol for continuation of Behavioral Health Services that will impact many citizens of Lake County

Since 1987, Konocti Senior Support, Inc. has run a Senior Peer Counseling program modeled after a nationally adopted senior peer counseling program. The program is run by a Program Director and an Office Manager with supervision by a Board of Directors. This program provides Lake County seniors 55 years of age and older with free, in-home peer support to cope with mild to moderate mental health symptoms, such as depression, anxiety, and psychosis precipitated by bereavement, illness, dementia, family conflict, elder abuse and substance abuse.
As Lake County Behavioral Health Services (LCBHS) has had an ongoing working relationship with Konocti Senior Support, Inc. and it is in the best interest to continue this working relationship, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.

EXECUTIVE SUMMARY:
The Comprehensive Crime Control Act of 1984 authorized a national asset forfeiture program, which provides a means of punishment and deterrent for criminals who prey on the vulnerable for financial gain. This program also allows cooperating state and local law enforcement agencies to share in the federal forfeiture proceeds. The Office of the Lake County District Attorney's participation in the Equitable Sharing Program with the U.S. Department of Justice was initiated in 2009 when the District Attorney's Office received a portion of a distribution from a federal asset forfeiture case.
Although there was no activity during the 2019/20 Fiscal Year, this annual report must still be electronically submitted to the Department of Justice.

EXECUTIVE SUMMARY:
The Comprehensive Crime Control Act of 1984 authorized a national asset forfeiture program, which provides a means of punishment and deterrent for criminals who prey on the vulnerable for financial gain. Lake County Sanitation District, (LACOSAN) is proposing to implement a grant program to assist private property owners with costs to repair faulty private laterals. Faulty private laterals are a significant source of Inflow and Infiltration (I & I) which increases the load on the public sewer system and increases treatment costs. I & I from private laterals is significant during periods of rainfall and high lake levels, when the public sewer system is often overwhelmed and sewer overflows and spills occur. I & I from private laterals can result in backups on the property and flood basements and households and cause manholes to pop open and release sewage in the streets.
We are proposing to allocate $30,000 to be used for this pilot program. The pilot program will continue until the initial funds are depleted. At that time, we will review the program and evaluate the usefulness and determine if any changes need to be made to make it more effective, or if the program should continue.
The program will pay one half of the cost of repairs or replacement, up to $3,000 for each approved applicant.
To be eligible for the funds, the property owner will need to schedule a CCTV inspection with LACOSAN staff or they can hire a third party to conduct the CCTV inspection. This will determine if the planned repairs will reduce I & I which is required for the grant funding to be approved.
Typical sewer laterals are designed to last 20 to 50 years. Many homes in Lake County are older and sewer laterals are failing. The cost to replace or repair them can be burdensome on property owners. We hope that this pilot grant program will encourage and assist property owners to replace or repair faulty laterals and reduce the load on the public sewer system as well as protect their own property from sanitary sewer overflow.

The Morgan Fire, which began on the 18th day of August, 2020, has already prompted evacuation of portions of southern Lake County, and rapid changes of wind conditions have required great vigilance in light of the possible need of further evacuations.
The Board of Supervisors must confirm the existence of a local emergency within seven (7) days of that date.

Hilltop Recovery Services provides intensive residential alcohol and drug treatment services for Lake County residents. The Lake County Probation Department, Lake County Department of Social Services and Lake County Behavioral Health are all using, or have used, their services.
This Agreement with Hilltop Recovery has been in place since 2012. The Lake County Probation Department has a significant continuing need for Hilltop Recovery's services.
This Agreement does reflect an increase in Hilltop's daily rate from $100.00 to $130.00. Looking at our past Agreements, I believe this to be the first rate increase since 2015. Although the daily rate is increasing, our maximum of $50,000 in any single Fiscal Year remains the same and is currently budgeted.
Please consider this memorandum as my request to have the Board of Supervisors approve this Agreement and authorize the Chair to sign.

The Department of Public Works recently solicited competitive proposals to hire a private company to maintain our new AWOS III system at Lampson Airport. The Federal Aviation Administration (FAA) has issued strict guidelines regarding the qualifications required for maintaining this important airport equipment.
The firm DBT Transportation Services (the parent company of All Weather, Inc.), provided the only responsive bid for this work. Staff is proposing a five year contract with DBT Transportation Services, at a total cost of $27,600 for the five year period. The first year cost will be $5,400, increasing annually to a fifth year cost of $5,700.
This expense has been included in the Lampson Airport budget for FY 2020-21.
Staff recommends approval of the proposed contract and authorization for the Director of Public Works to sign.

The Department of Public Works recently solicited competitive proposals to hire a private company to maintain our new AWOS III system at Lampson Airport. The Federal Aviation Administration (FAA) has issued strict guidelines regarding the qualifications required for maintaining this important airport equipment.
The firm DBT Transportation Services (the parent company of All Weather, Inc.), provided the only responsive bid for this work. Staff is proposing a five year contract with DBT Transportation Services, at a total cost of $27,600 for the five year period. The first year cost will be $5,400, increasing annually to a fifth year cost of $5,700.
This expense has been included in the Lampson Airport budget for FY 2020-21.
Staff recommends approval of the proposed contract and authorization for the Director of Public Works to sign.

The Sheriff's Department is requesting approval to submit the Emergency Management Performance Grant COVID-19 Supplemental (EMPG-S) grant application for FY 2020/21. It is anticipated these funds will provide the following equipment and supplies: plexiglass partitions for the EOC, 24-port network switch to provide extended workspace due to social distancing, facility and handheld electrostatic sprayers, Rapid COVID testing equipment and media for use in the Jail facility, tents, hand washing stations, port-a-cool units, transport unit, lighting and generators for the Temporary Evacuation Points (TEP).
The draft FMFW is attached. Funds will either be allocated by resolution or during the final budget process once final approval is received by State OES.
These monies will be budgeted in the Sheriff/OES budget 2704. The match will be absorbed by the State so there will be no general fund monies needed for this grant.

The actual number of cases fluctuates with the specific needs of the permanency of the youth with whom LCDSS, CWS interacts. Historically the numbers of Guardianship cases had been an average of 10 per year, not including supplementary reports requested by the Court. The last two fiscal years have seen an increase in Guardianship as a potential permanency plan for Lake County youth, with 17 youth served in fiscal year 19-20. Investigators must meet specific qualifications in order to complete Guardianship Investigations, as listed in Rule of Court 10.777(a). The work, investigations and court reports, must be follow California Probate Code - PROB � 1513 and the investigation must be initiated by CWS pursuant to WIC 328 and WIC 329. Confidential Court reports are filed including a social history of the minor, and the proposed guardians, and all other pertinent information. In fiscal year 19/20, staff reached out to multiple vendors to request quotes for these services. No other entities responded or submitted quotes. Pacific Quest Investigations is a local vendor, who meets State criteria, that has provided quality services since 2017.

Special Districts applied for and was accepted as a partner organization with CivicSpark. We will receive one Civic Spark Fellow with ArcGIS experience and knowledge for 11 months. We plan to utilize them to develop and implement an ArcGIS based asset management program that will map, identify and assess infrastructure to help manage and plan capital improvement needs.
Special Districts utilized the services of a Fellow through the Civic Spark program last year to begin the process of creating an ArcGIS asset management program for the Southeast Wastewater Treatment Plant. We were very satisfied with the work that was able to be completed, and we will be using the services of the new Civic Spark Fellow to follow through and complete the asset management program. Any additional time will be used to start the same process on one of the other sewer facilities that Special Districts is responsible for.
CivicSpark supports resiliency-focused research, planning, and implementation projects that benefit local public agencies in California. CivicSpark provides public agencies and other organizations with 11 months of quality capacity building support via highly motivated emerging leaders.
All CivicSpark Fellows are Americorps Members selected through a highly competitive national application process. Fellows have at minimum a college degree in a relevant field, and typically have workplace and/or community service experience.
For the eleven months the CivicSpark Fellow will be working for Special Districts, CivicSpark will pay the salary, insurance and workers comp. Special Districts will pay $26,000 for the Fellow to work full time for 11 months.
The $26,000 has been budgeted for this. Skilled GIS employees are hard to recruit and costly to hire. To receive a fellow for 11 months at a total cost of $26,000 will save a considerable amount of money. The project itself will help better plan and budget for future improvements and projects which will also have a positive fiscal effect on the district.

As part of the continuing work to address tax defaulted properties in the County, the T-TC Ad Hoc Committee has worked toward the development a comprehensive tool that could help provide information about these properties. The County's IT department originally raised the concept of a GIS application to that could display these properties and their characteristics in a user friendly format.
A primary goal of this tool is so that interested parties could view the location of tax defaulted properties and understand what the minimum bid would be. The current delinquency reports available did not reflect the complete balance due on the properties, which created the need for further research. The Administrative Office has coordinated with IT staff to gather all of the necessary data, including records of past auctions to determine which properties have been previously offered, which then permits different types of tax sale options. Due to the nature of the tax collection software, it required a significant effort on the part of IT staff to determine the actual balance remaining for all properties delinquent 5 years or more, including all applicable taxes, penalties, interest, and fees.
The figures generated are based off the data available to IT staff as of July, 2020, so they are all subject to change. There are issues that have arisen, such as a bill generated on government or tribal lots that were not addressed in the year of an ownership transfer. These outstanding bills give the incorrect impression that those lots are tax defaulted when in reality, they are not. Another example would be older properties where not all of the prior tax year data was rolled into the software, meaning the balance due on those properties may actually be considerably higher once paper records are reviewed.
This project marks the first time this data has been gathered in a readily accessible format. While multiple areas requiring further investigation have been identified as a result of this work, at this point this application should be useable both as a tool for staff in developing strategies to address tax defaulted properties; as well as for the public and other entities to review the inventory and have an understanding of what the cost of acquiring various properties would be.
At the direction of the ad hoc Treasurer-Tax Collector committee, staff will provide a demonstration of the GIS application along with its accompanying data.

Your Board may be aware of an outdated policy designed a number of years back to encourage Lake County employees to enroll at Marymount College in Lucerne, Ca. However, Marymount College left Lake County quite some time ago and the old policy was never rescinded. Staff now recommends rescinding said policy and replacing it with a new policy needed to clarify the duty of Lake County employees to serve as Disaster Service Workers pursuant to Government Code Section 3100.
With the rescission of the Employee Scholarship policy for Marymount, the long-standing Reimbursement Program for Professional Growth and Develop of Employees, which is not specific to a particular institution, will remain in place and is attached for your reference.
The proposed new Disaster Service Worker (DSW) policy is intended to raise the awareness and facilitate a more structured training for County employees with respect to their duty to serve during local disasters. Up to now, most employees receive a brief introduction to DSW duty during New Employee Orientation. While a number of departments have been very active in disaster response, with their employees regularly serving as DSW's, other departments have had less active roles during disaster, leaving their employees less aware of DSW duty.
This year, with an ongoing pandemic expected to last for an unknown duration, now compounded by wildfire disaster, it has become especially critical to make sure all employees are fully apprised of their duty to serve as DSW's. Staff resources to cover all required disaster response requirements are growing thin and additional employees may be needed to serve. In anticipation that this policy would be brought forward to your Board for consideration, Human Resources worked with Office of Emergency Services (OES) to develop a presentation, training material, and added a new segment to be delivered by OES at the bimonthly New Employee Orientation (NEO).
This draft policy has been compiled from examples used in other counties and adapted for use in Lake County. It has been reviewed by your Department Heads who have expressed a desire for more clear DSW information to be made available to County employees.
Once approved, Human Resources will coordinate with OES to add this training to NEO, post it on the County Intranet, and email the new policy, training materials, and videos to all employees. In addition, Human Resources will implement a program and tracking to comply with the FEMA National Incident Management System (NIMS) Training requirement.

Subject: (a) Consideration of Purchase of one (1) 2020 Chevy Tahoe Police Pursuit Vehicle from Matt Mazzei Chevrolet in the amount of $42,980.56 from the Sheriff/Pursuit Replacement Budget Unit 2217, Object Code 62.72 and (b) Waiving the County Purchasing Ordinance section 41.3(b) allowing the 10% local vendor preference, and (c) authorize the Sheriff to issue a purchase order.
Executive Summary: The Sheriff's Office is requesting your Boards' approval to purchase a 2020 Chevy Tahoe Police Pursuit vehicle. This vehicle will be an unmarked commander unit and will be used in the special assignments.
A request for sealed bids for a Chevy Tahoe PPV was issued on July 14, 2020 and mailed to the following dealers:
Matt Mazzei, Corning Chevrolet, Maita Chevrolet, Thurston Chevrolet and McConnell Auto Plaza. It was also posted on both the County and Sheriff's websites.
Received bids are as follows:

Silveira Chevrolet - $43,099.49
Courtesy Chevrolet - $41,685.59
Winner Chevrolet - $41,782.63

On motion of Supervisor Sabatier, and by vote of the Board, Purchase of one (1) 2020 Chevy Tahoe Police Pursuit Vehicle from Matt Mazzei Chevrolet in the amount of $42,980.56 from the Sheriff/Pursuit Replacement Budget Unit 2217, Object Code 62.72 and Authorize the Sheriff to issue a purchase order. The motion carried by the following vote:
Ayes- Supervisors: 4 - Sabatier, Crandell, Scott, and Simon
Absent- Supervisor: 1 - Brown
