(a) This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:
1) Health and Safety Code section 101080 authorizes a local health officer to declare a local health emergency in the health officer's jurisdiction, or any part thereof, whenever the health officer reasonably determines that there is an imminent and proximate threat of the introduction of any contagious, infectious, or communicable disease.
2) This declaration enables the County to more effectively respond to an imminent outbreak, seek and utilize mutual aid, potentially obtain reimbursement, and ensure that the County's public health professionals and providers have all necessary personal protective equipment to provide quality care and keep our community safe.
3) The potential introduction of COVID-19 in Lake County is an imminent threat to the public health within the meaning of Health & Safety Code section 101080.
4) A local health emergency is declared in Lake County by Gary Pace, M.D., MPH, Health Officer, commencing on or about 09:00 a.m. of the 9th day of March, 2020.
5) The local health emergency shall not remain in effect after seven days from the date of the declaration unless, it has been ratified by the County of Lake, Board of Supervisors.
This item came to the attention of staff subsequent to the posting of the current agenda and there is a need to take action before the next agenda.
(b) Staff requests the Board of Supervisors to adopt the Resolution ratifying the declaration of a local health emergency declared by Gary Pace, M.D., Lake County Health Officer. The declaration, which was declared on March 9, 2020, due to the potential introduction of COVID-19 into the County of Lake. California Health and Safety Code section 101080 provides authority for the Health Officer to issue a declaration of local health emergency.

On November 14, 2017 your Board approved a service agreement with Brelje & Race Consulting Engineers in the amount of $357,000 for construction management services for the construction phase of the Anderson Springs Sewer Project. The construction had to be performed in two phases due to separate funding agencies and to avoid conflicts with different contractors working in a congested area. The two separate phases of construction required a longer term of engineering services during construction than was originally planned and additional costs were incurred. The service agreement is funded by the State Water Resources Control Board (SWRCB) and USDA.
This amendment to the agreement is to extend the term and provide for the additional costs that were incurred by Brelje & Race Consulting Engineers.

A public sewer system has been approved for the Anderson Springs Community and is nearing completion.
Per Sec 205 of the Lake County Code (Sewer Use Ordinance), "The owner of any building situated or constructed within the District and abutting on any street in which there is now located or may in the future be located a public sewer of the District, is hereby required at his or her expense to connect said building directly with the proper public sewer in accordance with the provisions of this Ordinance, within ninety (90) days after the date of official notice to do so, provided that said public sewer is within two hundred (200) feet of the property line."
Prior to finalizing the plans for the new sewer district, some property owners had already invested a considerable amount of money installing or upgrading their septic systems after the fire. Originally we had considered a "Step System" which would utilize septic tanks but the plans changed to a "Grinder Pump" system which does not use septic tanks. To be fair to those property owners and assist fire victims in their recovery process, we agreed to allow property owners the option of being "grandfathered" in to remain on septic until such time as their septic system failed and needed repairs or replaced.
We made it very clear that no new permits would be issued to repair or replace septic tanks or leach lines. To be "grandfathered" in, the property owner had to provide documentation that their septic tank was inspected and approved by the Environmental Health Department.
While installing the new public sewer system, the property located at 11211 Anderson Springs Road, (APN# 050-441-36) was found to present multiple challenges. The home has very little area for the grinder pump and is situated on a hill in a manner that the entire house plumbing would need to be reversed to accommodate the grinder pump. This would cost the property owner a considerable amount of money and would take up what very little yard they have available. The sewer line would have to be directed up their paved driveway, resulting in additional costs.
The owner has requested that they be grandfathered in since their septic system is new and in excellent working order. They do not have the means to reverse the plumbing in their new house at this time.

Daniella Cazares is employed as a Field Technician (Extra-Help). Daniella has been working additional hours to provide support for the Nutrient TMDL report mandated by the State of California. We feel it would be to the county's benefit to extend Daniella's hours. Hours are not to exceed 1000.

(a) In light of the COVID-19 crisis, we must make alternative plans for the impending budget process for FY 2020/2021, when staffing resources are so severely limited due to disaster response. Staff met recently with the Auditor-Controller and with department heads to discuss solutions and determined that the best option will be to initiate the budget process by replicating the numbers from Adopted Budget for FY 2019/2020, as a starting point for FY 2020/2021.
The Administrative office, in conjunction with departments, will make minor adjustments, between April 13, 2020 and May 1, 2020.
Department head budget presentations to the Board will be made, in entirety, on September 23, 2020 - September 24, 2020, during Final Recommended Budget hearings.
(b) As your Board is aware, consideration of Recommended Budget Hearings for Fiscal Year 2020/2021 were originally calendared for June 10 - 11, 2020 and Final Recommended Budget hearings were originally calendared for September 15, 2020.
Due to the Covid-19 Health Emergency, staff is requesting to move these meetings as follows:
Recommended Budget Hearings - Tuesday, June 9, 2020
Final Recommended Budget Hearings - Wednesday - Thursday, September 23-24, 2020
