The Code Enforcement Division of the Lake County Community Development Department was charged with the procurement of contractors for the removal of hazardous vegetation in the three recently approved Zones of Benefit (Zones) for the Clear Lake Riviera, Buckingham and Riviera West Subdivisions. These three zones were approved by the majority vote of the property owners in the respective subdivisions, which created a special tax assessment to fund the removal of vegetation that created fire hazards within the communities. Code Enforcement Staff worked collaboratively with representatives of the three Zones to develop lists of properties to abate, and earlier this year they solicited bids from local contractors for the work. A total of eighty-nine properties were advertised, and staff has received bids for all but twelve of those parcels.
Two local contractors - Majestic Landscaping and Fire Wise Landscaping - submitted the low bids on sixty-one parcels and fifteen parcels, respectively, and a summary of the parcels for each contractor is included with the proposed Agreements herein attached. The total costs for the Majestic Landscaping and Fire Wise Landscaping contracts are $93,500 and $67,100, respectively.

Due to the unique nature of the goods and the lack of available vendors, we respectfully request your Board approves the purchase order for the 40 HP 480 VAC 3 Phase Chopper Pump.

The existing 350 HP pump inside Lift Station #1, which pumps raw sewage from a portion of Clearlake to the Southeast Treatment Plant, is at the end of its useful life and has been pulled and sent in for repairs.
Once the pump was pulled, dismantled, and assessed it was found that the cost to order replacement parts to repair the pump is greater and more time consuming than the cost of ordering a new replacement pump.
Due to the size of the pump, the cost of repairs and the need for it to be operational for long term, heave use, our staff respectfully requests your Board approves the purchase order for the Fairbanks Morse 350 HP pump for Lift Station #1.

The existing 350 HP pump inside Lift Station #1, which pumps raw sewage from a portion of Clearlake to the Southeast Treatment Plant, is at the end of its useful life and has been pulled and sent in for repairs.
Once the pump was pulled, dismantled, and assessed it was found that the cost to order replacement parts to repair the pump is greater and more time consuming than the cost of ordering a new replacement pump.
Due to the size of the pump, the cost of repairs and the need for it to be operational for long term, heave use, our staff respectfully requests your Board approves the purchase order for the Fairbanks Morse 350 HP pump for Lift Station #1.

These are for the purchase of new Motorola radios. The vendor has proposed a lease option at a cost of $128,129 per year for a period of five years.

These are for the purchase of refurbished Motorola radios. This price includes a 5 year warranty.
Vision Communications $367,033
These are for the purchase of Viking Radios. These radios do not meet our requirements.
It is the Sheriff's Departments recommendation to award the bid to Command Communications. They can provide refurbished mobile radios and provide the upgrade to the existing portable radios that meet the department's requirements, are a fraction of the cost of new radios and include a two-year warranty. These AEDs have the highest shock conversion rate in the industry using "non-committed shock" technology which will analyze the patient's heart rhythm up until the very last moment. They consider the patient's needs first without just sending pre-programmed amounts of energy to all sudden cardiac arrest victims. Although another AED brand may save a victim on the 2nd or 3rd shock, a victim saved on the first attempt will be saved faster and with less change of lasting damage and less stress/trauma resulting from multiple shocks delivered.

The Lake County Watershed Protection District (District) owns approximately 3200 acres of property in the Adobe Creek Watershed known as the Highlands Springs Recreation Area. A 258-acre portion of the recreation area, including a 72-acre reservoir, has been developed as the Highland Springs Park which provides a variety of recreational uses.
The Park was constructed in 1968 in cooperation with the California Wildlife Conservation Board. The restrooms and boat launch facility are sorely in need of replacement and repair. If approved this grant will fund new ADA compliant non-motorized boat launching facilities and restrooms. As well as adding additional picnic areas and signage to meet the demands of increased usage in the park.

Invasive Dreissenid mussels (Quagga and Zebra Mussels) have been observed to significantly alter lake ecology through the displacement of native species and alteration of ecosystems and habitats. Invasive mussels can disrupt recreational and commercial fisheries, undermining docks, dams, and all other structures in the water, and they can impede navigation and cause public health risks to water users on beaches. The introduction and establishment of invasive mussels causes millions in municipal water supplies infrastructure damage and costs thousands in operation and maintenance costs to water purveyance systems.

Recently, Clear Lake was voted the nation's best Bass Fishing Lake, and has been acknowledged within the top 5 Best Bass Fishing Lakes across the country routinely over the last ten years. Record breaking fish have been caught in Clear Lake, making the visitation pressure from outside county and state lines higher than ever before. Lake County Water Vessel Inspection Ordinance 2936 protects all Lake County water bodies from infestation by Dreissenid mussels, and it's important to provide the County and the Board of Supervisors with a review and update of this program specifically how it functions and how it's funded, and what the plans are for this program going into the future.

Invasive Dreissenid mussels (Quagga and Zebra Mussels) have been observed to significantly alter lake ecology through the displacement of native species and alteration of ecosystems and habitats. Invasive mussels can disrupt recreational and commercial fisheries, undermining docks, dams, and all other structures in the water, and they can impede navigation and cause public health risks to water users on beaches. The introduction and establishment of invasive mussels causes millions in municipal water supplies infrastructure damage and costs thousands in operation and maintenance costs to water purveyance systems.

Executive Summary
As you will recall, on June 23, your Board received a report from the County's Space Use Committee indicating their support for the use of the former Juvenile Hall facility on a temporary basis for continued compliance with the Governor's COVID-19 bed requirements and recommending a duration of six months (through December 31, 2020). On November 3, this temporary use was extended through March 31, 2021 (nine months), again with the Space Use Committee's support.
Elijah House has now been operating the COVID-19 homeless shelter out of Juvenile Hall for several months. Following my February 19 presentation to the Space Use Committee, they extended their support of temporary use through June 30, 2021 (12 months), noting further consideration should be given to long-term uses of the facility during that time.
Staff recommends, and the Space Committee has given its support, to extend temporary use of Juvenile Hall by Elijah House, as described herein.

Executive Summary: As you will recall, on June 23, your Board received a report from the County's Space Use Committee indicating their support for the use of the former Juvenile Hall facility on a temporary basis for continued compliance with the Governor's COVID-19 bed requirements and recommending a duration of six months (through December 31, 2020).
