WHEREAS, Operation Tango Mike has supported deployed military personnel throughout Operation Enduring Freedom, Operation Iraqi Freedom, Operation New Dawn, Operation Onward Liberty, Operation Inherent Resolve and Operation Freedom's Sentinel; and
WHEREAS, Operation Tango Mike has shipped more than 22,000 care packages to deployed personnel and assisted multitudes of military families; and
WHEREAS, Operation Tango Mike coordinates annual collection and distribution of Christmas gifts and school supplies for military families; and
WHEREAS, Operation Tango Mike has coordinated and hosted many welcome home celebrations and ceremonies for returning troops; and
WHEREAS, Operation Tango Mike has assisted in honoring three of Lake County's fallen heroes in the Global War on Terror; and
WHEREAS, The Secretary of Defense has recognized families and community members as "the power behind the power;" and
WHEREAS, Operation Tango Mike fills a crucial role in supporting family members and loved ones of our Armed Forces and provides a compassionate community and incalculable moral support to families and loved ones; and

Executive Summary
I am requesting the ability to proceed with services provided by Kofile without going through the competitive bidding process. The services in questions are to redact Social Security Numbers of historic documents within the Recorder's office. Kofile is one of only a few vendors that we are aware that provides these services. Kofile is the vendor that has previously scanned and created microfiche of the same documents that will be redacted. Due to the knowledge Kofile has of our documents. I am requesting that Lake County Code, Chapter. 2, Art. X, 2-38.2 be applied using provision 2 and 3 of the code. This code states "Not in the public interest. Notwithstanding the provisions of Section 2-39, competitive bidding is not required when the Board of Supervisors determines that competitive bidding would not be in the public's interest because of any of the following:
(1)A state of emergency,
(2)The unique nature of the goods or services precludes competitive bidding,
(3)A determination that competitive bidding would produce no economic benefit to the County.
I believe that competitive bidding would not result in a different outcome and if another vendor was selected that end product would differ and possibly not have the same utility value needed in the office due to the knowledge Kofile possesses. I feel no economic benefit would exist proceeding with another vendor and would possible cause productive time loss to run the Request for Proposal process.
Please approve my request.
FISCAL IMPACT: $99,570.55 Cost spread between fiscal years 2020-21 and 2021-22.
FISCAL IMPACT NARRATIVE: The cost will be paid out of fund 182. Fund 182 is set aside to for the indexing and micrographics the documents for the Recorder's office. There is no General Fund impact.

LCBHS is the lead administrative agency for the Lake County Continuum of Care (CoC). One of the federal requirements of CoCs is to have a Housing Management Information Systems (HMIS), which therefore falls under the responsibility of LCBHS. The Lake County CoC has determined that Social Solutions Global, Inc. (SSG) was the best choice for this project. It has been determined that there is a need for 10 additional user licenses for the remainder of the total 3-year contract term.

WHEREAS, mental health is essential to everyone's overall health and well-being; and
WHEREAS, all Americans experience times of difficulty and stress in their lives; and
WHEREAS, prevention is an effective way to reduce the burden of mental health conditions; and
WHEREAS, there is a strong body of research that supports specific tools that all Americans can use to better handle challenges, and protect their health and well-being; and
WHEREAS, mental health conditions are real and prevalent in our nation; and
WHEREAS, with effective treatment, those individuals with mental health conditions can recover and lead full, productive lives; and
WHEREAS, Lake County Behavioral Health Services along with each business, school, government agency, healthcare provider, organization and resident shares the burden of mental health problems and has a responsibility to promote mental wellness and support prevention efforts.
NOW, THEREFORE, BE IT PROCLAIMED that the Lake County Board of Supervisors does hereby proclaim May 2021 as Mental Health Month in Lake County and calls upon the residents, government agencies, public and private institutions, businesses and schools in Lake County to encourage our community in increasing the awareness and understanding of mental health, the steps our citizens can take to protect their mental health, and the need for appropriate and accessible services for all people with mental health conditions.

Three vendors responded and provided quotes referencing the State Contract which provides base pricing which has already proceeded through an appropriate competitive bid process.

Both Elk Grove Auto and Downtown Ford are located in the Sacramento area, however Matt Mazzei Chrysler, Jeep, Dodge, Ram is located in Lakeport and is entitled to the Local Vendor Preference which the County has established in the Purchasing section of the Municipal Code. Section 2-41.3(b) of Article X of the County Code indicates a ten percent preference shall be granted to Lake County local vendors. It further states that the local vendor's price is to be compared against 110% of the apparent low bid in the evaluation of this policy.
In this case the apparent low bid is from Elk Grove Auto at $26,316.31. One hundred ten percent of that quote is $28,947.94 and Matt Mazzei's quoted price is less at $26,726.00. Staff recommends award of this purchase to Matt Mazzei Chrysler, Jeep, Dodge Ram. This is a budgeted expense approved in the FY20/21 budget at $35,000.

In 2011, the Water Resources Department identified areas around Clear Lake to be managed for nuisance aquatic plant growth. The total surface area of the lake treated annually for aquatic plants has never exceeded 260 acres (0.6% of Clear Lake's total surface area) and varies annually according to peak aquatic plant growth. Treatment areas are selected based on several conditions, including: density of shoreline occupation, presence of especially troublesome invasive plants, habitat value, and historic recreational uses. The proposed contractor, Clean Lakes Inc., utilizes GPS-based hydro acoustic mapping to ensure accuracy of application location and rate, and an efficacy map of before and after treatment. Water Resources Staff has worked closely with Clean Lakes Inc. to evaluate performance, efficacy of treatment and compliance with the State's and County's Aquatic Pesticide NPDES permit and County's own permitting program, including all monitoring requirements.
Due to the unique nature of this service, the remoteness of Lake County and the lack of available, licensed herbicide applicators that have familiarity with Clear Lake, Water Resources staff recommends that your Board find that in accordance with Lake County Code Section 38.2, it is not in the public's interest to competitively bid this project. Clean Lakes Inc. has now been providing this service for the County for ten years with a superior level of support, professionalism and technological innovation.
For the last ten years, the County Board of Supervisors has set aside funding for the abatement of nuisance aquatic plant in selected high-traffic, public use areas of Clear Lake as part of an overall strategic invasive species management program. 1 - Develop and Maintain a High Standard of Disaster Prevention,Preparedness, Recovery, including applicable update to Vision 2028, as a separate action item on today's agenda.
2 - Create a community revitalization pilot project.Our Board discussed the need to provide enhanced code enforcement, remove dilapidated docks, clea up of creek beds, reduce fire fuels, focus on sales of tax defaulted properties, improve community safety, and more. This goal will be further fleshed out within the Roadmap Task Force, which will be tasked to draft a plan for a pilot project in a recommended location of Lake County, returning to our Board for consideration and approval.
3 - Continue to support the efforts of the Economic Development Task Force. The Economic Development Task Force presented its first quarterly report to our Board on January 26, 2021 with its second quarterly report to our Board forthcoming in May.
4 - Continue to support efforts to invest in and develop our workforce, as necessary to accomplish the Board's goals

On motion of Supervisor Pyska, and by vote of the Board, approved the Vision 2028: Reimagining Lake County, Ten Key Priorities to Build a Brighter Future as amended, changing the added sentence under "Enhance Public Safety" to Develop and maintain a high standard of Disaster Prevention, Preparedness and Recovery in collaboration with all community stakeholders. As your Board is aware, historically, the Community Development Director classification has been allocated as part of the Planning Budget Unit (BU) 2702.
In February 2020, your Board combined the Community Development Department with the Departments of Public Works and Water Resources, and in the next Fiscal Year budget cycle, said classification was eliminated from BU 2702.
The Community Development Department (CDD) deals with a very high volume of complex work, essential to residents needing the services and vital to the local economy.
Returning to the long-time model with a Director focused 100% time on CDD, the attached position allocation would reallocate the Community Development Director classification as a separate classification within the Planning Budget Unit 2702.

Attached for the Board's review and approval is Contract Change Orders (CCO) 4, 5, 6, & 7 for the subject project.
Contract Change Order No. 4, Site 11 Maple Shadows Drive, addresses the need stabilize the edge of the existing roadway and protect an existing tree by concreting in the RSP energy dissipater. This work was performed by Extra Work at Force Account.
CCO No. 4 results in an increase to the contract of $1,066.79.
Contract Change Order No. 5, Site 117 Rose Anderson Road PM 0.54, addresses the need to redesign the inlet structure to avoid an existing water main. Existing contract item quantities were adjusted to fit the redesign.
CCO 5 results in a decrease to the contract of ($4,011.49).
Contract Change Order No. 6, Utility Conflict Resolution, addresses the need to install a sewer saddle to lower the existing sewer force main at (7) seven culvert replacement sites on Harbin Springs Road. The sewer force main was in conflict with the new culvert locations and needed to be moved out of the way. These costs are a non-participating portion of these FEMA projects. The cost will be the responsibility of the utility owner and/or Lake County Special Districts.
CCO No. 6 results in an increase to the contract of $28,749.00.
Contract Change Order No. 7, Balancing of Quantities, addresses the need to balance all contract items to reflect actual final in-place quantities. These costs are a non-participating portion of these FEMA projects. The cost will be the responsibility of the utility owner and/or Lake County Special Districts.
CCO 7 results in a decrease to the contract of ($6,275.64).
The net result of these (4) four Contract Change Orders in an increase of $19,528.66 to the contract amount of $647,841.27 for a revised contract amount of $667,369.93.
This project is funded 75% from the State's CalOES funds and a 25% local match. Therefore, this project is 100% funded thru construction.
RECOMMENDATION

Attached for the Board's review is Contract Change Order #1 for the subject project. Contract Change Order (CCO) #1 addresses changes related to unsuitable subgrade conditions discovered during excavation and preparation of the foundations for the two new bolted steel tanks. There were unanticipated areas of weak soil under the former tanks which required additional excavation followed by the placement and compaction of suitable material.
A field order was given to proceed with the remediation work on a T&M basis. Work was performed by the contractor resulting in an increased cost of $30,055.09. This CCO proposes to formalize that field direction and increase the contract by the $30,055.09 resulting in a revised contract amount of $655,139.54.
This contract is funded by a FEMA/CalOES Hazard Mitigation Grant Program grant at a 75% grant/25% local match ratio. This CCO will not result in an increase beyond the approved grant amount.
Recommended Action
