Pursuant to Proposition 64, the State of California has offered funding with a focus on opportunities supporting Youth Education, Prevention, Early Intervention and Treatment. Lake County successfully applied for funding pursuant to the Proposition 64 Public Health & Safety Grant, which included a $500,000 component to fund a Family WRAP program to be administered through the Lake County Office of Education (LCOE).
The Family WRAP Program will connect at-risk youths and families with the services necessary to succeed. This agreement will run from July 1, 2021 to September 30, 2023. County staff will work with LCOE to ensure proper reporting and reimbursement protocols are followed. The total cost of this agreement shall not exceed the $500,000 authorized by the grant.
The agreement is attached for your Board's consideration.

Human Resources and the Lake County Employee Safety Association completed a meet and confer regarding the movement of the Welfare Fraud Investigator class series from Probation Budget Unit 2302 to the District Attorney's Office Budget Unit 2110.
The Lake County Safety Employee Association (LCSEA) agreed that all incumbents will remain in LCSEA, Unit 10, but the following Welfare Fraud Investigator series will be transferred to BU 2110:
1) Welfare Fraud Investigator Trainee
2) Welfare Fraud Investigator
3) Welfare Fraud Investigator Supervisor
This requires minor adjustment to the LCSEA MOU to reflect that, effective July 1, 2021, the District Attorney's Office will oversee the Welfare Fraud Investigator class series and any reference to the Chief Probation Officer or Chief Deputy Probation Officer shall be assigned to the District Attorney or Chief District Attorney Investigator, when applied to the Welfare Fraud Investigator class series.

The Eastlake Sanitary Landfill in Clearlake is subject to water quality protection standards administered by the Central Valley Regional Water Quality Control Board through the issuance of Waste Discharge Requirements (WDRs) and a Monitoring and Reporting Program (MRP). The WDRs and MRP, in combination with other regulating documents from CalRecycle and the Lake County Air Quality Management District, largely govern landfill operations and include requirements for ongoing monitoring and reporting such as assessing impacts to groundwater, surface water, and leachate.
In accordance with the County purchasing policy, staff solicited informal quotes from companies who might be willing and able to provide the services. SHN Engineers & Geologists, Inc. was the only respondent. SHN is uniquely familiar with the groundwater, stormwater, and leachate systems at the Eastlake Landfill as a result of their years of experience working with the County for previous WDRs and MRPs, as well as the development of the current WDRs and MRP. To that end a proposed agreement with SHN is included for your Board's consideration.

The Lake County Sheriff's Office requests Your Boards' approval on the attached contract with A&P helicopter services for Fiscal Year 2021/22.
Helicopter services are utilized by the Sheriff's Department for marijuana reconnaissance and eradication on public and private lands. These services are essential to the effectiveness of the marijuana enforcement program. It was determined Flock Safety Group could provide wide scale deployment of solar powered ALPR cameras to the County.
ANALYSIS:
During the 2020-2021 Mid-Year budget review the BOS approved allocating $81,500 from the Cannabis Grant Program to the Sheriff's Office for an Automated License Plate Reader project. The Sheriff's Office began exploring ALPR technology in an effort to improve our technology based investigative capabilities. It was determined Flock Safety Group could provide wide scale deployment of solar powered ALPR cameras to the County.
Flock Safety presented staff with a desirable approach to deploying ALPR cameras throughout the county. The Flock program is an all-inclusive model for deploying the ALPR cameras. Flock Safety is the sole manufacturer and developer of the Flock Safety Camera. Flock Safety is also the sole provider of the comprehensive monitoring, processing, and machine vision services which integrate with the Flock Safety Camera. Flock's cameras capture date, time, location, license plate (state, partial, paper, and no plate), and vehicle details (type, color, bumper stickers, and roof racks) based on image analytics and not registration data, which is unique to the Flock system.
The key benefits of Flock are that they charge an annual flat rate lease per camera of $2,500, which is wireless, free of infrastructure setup, and has the option for solar power. They also include a two year warranty, Criminal Justice Information Services (CJIS) compliant cloud-based hosting, unlimited user licenses, ongoing software enhancements, camera setup, mounting, shipping, handling and a cellular connection. The Flock lease program prevents the County from being burdened with maintaining costly equipment. The Flock program is being utilized by more than 600 law enforcement agencies across the U.S. and just recently partnered with the National Center for Missing and Exploited Children to broadcast vehicle information to Flock cameras in the event of an Amber Alert.
The Flock system is also a unique service as Flock currently has cameras operating in Lake County. The Clearlake Police Department has been utilizing the Flock system for the past nine months and have had success in solving crimes and recovering stolen vehicles. Clearlake Police Department has been able to grant deputies with the Sheriff's Office access to their cameras through the Flock system. This is a unique option and benefit for the Sheriff's Office. Utilizing the Flock system, the Sheriff's Office will be able to grant officers with the Clearlake Police Department access to cameras within the county. Both agencies will be able to work cooperatively across jurisdictional lines to solve crimes and protect the community.
At the end of the two year lease period, staff can assess the benefits of the program and determine whether to recommend continuing or discontinuing the program.
FISCAL IMPACT:
The Sheriff's Office will request continued funding from the Cannabis Grant Program for year two of this agreement.

Executive Summary

The Middle Creek Flood Damage Reduction and Ecosystem Restoration Project (Project) will eliminate flood risk and will restore damaged habitat. Reconnection of this large, previously reclaimed area, as a functional wetland is anticipated to have a significant effect on the watershed and the water quality of Clear Lake. This project has progressed from the initial phase in 1995, of a request by the County to the US Army Corps of Engineers (USACE) to evaluate flood risk and improve water quality in Clear Lake. As of May 2021 the Watershed Protection District has acquired 40 parcels from willing sellers by securing grant funds in 2003 and most recently in 2018 with the California Department of Water Resources (DWR) and is in the process of acquiring more.
On May 25th, Marina Deligiannis, Deputy Water Resources Director, gave a presentation alongside Peter Windrem, Middle Creek Restoration Coalition (Middle Creek Project Committee member) on the current status of the Project. As a result of the May 25th discussion, it was requested that the Board be provided a) the Letter of Support for the Request for Grant Extension for Agreement Number 4600012946 Middle Creek Flood Damage Reduction and Ecosystem for review and signature of approval and b) continuation of a progress report of the Middle Creek Flood Damage Reduction and Ecosystem Restoration Project.

Executive Summary: (include fiscal and staffing impact narrative):
The Middle Creek Flood Damage Reduction and Ecosystem Restoration Project (Project) will eliminate flood risk and will restore damaged habitat. Reconnection of this large, previously reclaimed area, as a functional wetland is anticipated to have a significant effect on the watershed and the water quality of Clear Lake. This project has progressed from the initial phase in 1995, of a request by the County to the US Army Corps of Engineers (USACE) to evaluate flood risk and improve water quality in Clear Lake. As of May 2021 the Watershed Protection District has acquired 40 parcels from willing sellers by securing grant funds in 2003 and most recently in 2018 with the California Department of Water Resources (DWR) and is in the process of acquiring more.
On May 25th, Marina Deligiannis, Deputy Water Resources Director, gave a presentation alongside Peter Windrem, Middle Creek Restoration Coalition (Middle Creek Project Committee member) on the current status of the Project. As a result of the May 25th discussion, it was requested that the Board be provided a) the Letter of Support for the Request for Grant Extension for Agreement Number 4600012946 Middle Creek Flood Damage Reduction and Ecosystem for review and signature of approval and b) continuation of a progress report of the Middle Creek Flood Damage Reduction and Ecosystem Restoration Project.

The CSAC William "Bill" Chiat Institute for Excellence in County Government is a professional, practical continuing education program for senior county staff and elected officials. Its goal is to expand capacity and capability of county elected officials and senior staff to provide extraordinary services to their communities. The Institute was established in 2008 and is a component of the California Counties Foundation, Inc. and the California State Association of Counties (CSAC). Nearly 6,000 county staff and elected officials have taken courses.
For the 20/21 and 21/22 sessions, the County of Lake and Mendocino County co-hosted this program in our region. The following County of Lake staff completed the course and will be presented with a certificate recognizing them as a Credentialed California County Senior Executive.

The Master Fee Schedule established by your Board provides the public with a convenient and transparent single source document that reflects all County service fees. In adopting the initial Master Fee Schedule, your Board expressed intent that it be routinely updated, and established the authority and procedures to accomplish such updates. Consequently, in accordance with Article XXVIII in Chapter 2 of the County Code, a Resolution adopting updates to the Master Fee Schedule is presented for your consideration.
These items came to light after approval of the annual update to the Master Fee Schedule on May 25, 2021.
The attached Resolution and exhibit reflect staff's recommendation to amend fees related to the Public Services Department, and Water Resources fees.
The Public Services Department is requesting CPI increases to its Tonnage Rate, which was inadvertently omitted in the May 25, 2021 Master Fee Schedule update.
The Water Resources Department is requesting CPI increases to its Water Resources Programs, Drainage Easements, and Lakebed Encroachment Leases, which were inadvertently omitted in the May 25, 2021 Master Fee Schedule update.
Staff is recommending these adjustments to the annual update of the Master Fee Schedule, which shall become effective 07/01/2021 unless governed by Government Code 66017 in which case the fees will become effective 07/26/2021.
Recommended Action
Adopt Resolution amending the Master Fee Schedule for departmental services rendered by the County.

Today, Governor Newsom has reopened California and lifted the tier system of restrictions relative to the COVID pandemic. For the most part, this means that masking and social distancing are no longer necessary for the public except in situations involving very large groups.
However, CalOSHA guidance for workplaces has not been entirely consistent with the Governor's directives for the public.
Given that the guidance is in flux, staff requests an opportunity to provide your Board with an update and seek your direction for amendment to our COVID worksite protocol.
