Executive Summary

We are requesting Board approval for staff to complete and submit an application to CalOES for a Prepare California Jump Start Grant. Information about this opportunity can be found here: https://www.caloes.ca.gov/RecoverySite/Documents/PrepareCA_Introduction%20Webinar_v4.pdf The purpose of these grants funds are to enable qualified entities to develop local initiatives that directly and primarily benefit socially vulnerable and high hazard risk communities; and create resiliency through capacity building, mitigation, preparedness activities, education, response/recovery planning and/or project scoping. As discussed in the attachment, it is our intention to request grant funds for the recruitment and hiring of a Chief Resiliency Officer position, to be sustained over the five year grant period. In developing our grant application, due February 28, 2022, we will need to identify key deliverables which may include future grant applications, identifying specific projects and outreach and education. We envision that the position would work closely with the Lake County Risk Reduction Authority, with County OES and with numerous other stakeholders and community members.

Recommended Action

Authorize the County Administrative Officer to Submit an Application for a Prepare California Jump Start Grant.

DESIGNATING THE MONTH OF FEBRUARY 2022, AS TEEN DATING VIOLENCE AWARENESS MONTH IN LAKE COUNTY WHEREAS, Teen Dating Violence Awareness & Prevention Month reflects our communities growing understanding that violence within relationships often begin during adolescence, and about 1 in 3 teens report being the victim of verbal, physical, emotional or sexual violence; and WHEREAS, Modern efforts to address Teen Dating Violence must include the realities of today's youth. Digital tools such as cell phones, social networking sites and access to online games or entertainment play major roles in a teen's life, but they also allow predators to access teens and often it is under the radar of caregivers and safe adults; and WHEREAS, Prevention of Teen Dating Violence includes reducing the stigma and silence around the issue and providing safe spaces for discussion and education around healthy relationships, communication and life skills; and WHEREAS, Teen dating violence is a community problem, prevention includes support from the entire community and increasing awareness provides opportunity for more community members to come together and discuss teen dating violence in our community and work towards solutions. NOW, THEREFORE, BE IT PROCLAIMED that the month of February 2022 is designated as Teen Dating Violence Awareness Month in Lake County, and our community is urged to support the efforts of the agencies assisting victims of teen dating violence and to increase their involvement in efforts to prevent teen dating violence, thereby strengthening our community, and creating an environment which honors, nurtures and protects all members of every family.

Government Code section 26202 provide that the Board may authorize the destruction or disposition of any record, paper or document which is more than two years old. Division 17 of the Elections Code authorizes the elections official the retention and preservation of election records. The Registrar of Voters office requests your Boards' approval to destroy the following records: Application for viewing Voter Files (Chapter 777, Statutes of 1994 - AB2410) - Destroy after five years. Correspondence (voter requests to change voter registration records) and Official Notices (prior registration notices; death, mental incompetence, and felony listings) (U.S.C. 42, Sec. 194) - Destroy after 22 months. Affidavits of Registration and Voter Registration Indexes (EC 17000 - 17001) - Destroy paper copies after five years. Nomination Documents/Signatures In-Lieu (EC 17100) - Four years after expiration of term. Initiative and Referendum Petitions (EC 17200) - Eight months after election certification or if not submitted to voters eight months after final examination of the petition by elections official. Precinct Supplies and Ballots (EC 17300 - 17306) - Federal Elections destroy after 22 months, State and Local Elections destroy after 6 months. All Rosters of voters voted destroy after five years. Executive Summary

In May of 2021 Health Services and Lake County Office of Education (LCOE) agreed that Health Services would apply for funding offered through the California Department of Public Health, under the COVID-19 AB 86 Safe Schools for All Funding initiative. Lake County was allocated one hundred five thousand dollars ($105,000) under this grant funding. At that time it was agreed that Health Services would provide COVID vaccine to LCOE, and that LCOE clinical staff would coordinate, and staff school based vaccination clinics throughout Lake County to increase vaccination rates for eligible school aged children in support of returning to in person learning. This agreement was intended as a pass through with Health Services to allow LCOE to bill for their vaccination clinic staffing, advertising, supplies, and related travel. Additionally all required grant reporting for this funding was to be completed by LCOE. Unfortunately this Agreement was not formally finalized by department leadership at the time, and in good faith, LCOE provided these needed grant funded services. LCOE hosted clinics: * June 15, 2021- Upper Lake Unified * June 17, 2021 - Lakeport Unified * June 28, 2021 - Konocti Unified (held at Lower Lake High) * June 30 , 2021 - Kelseyville Lake Unified * July 6, 2021 - Upper Lake Unified * July 9, 2021 - Lakeport Unified * July 19, 2021- Konocti Unified (held at Lower Lake High) * July 21, 2021 - Kelseyville Lake Unified In an effort to make this agreement whole, Health Services has recently worked with CDPH to acquire the allocated funding, and is requesting your approval and signature of the attached Agreement. This will allow LCOE to invoice for the previous vaccination clinics performed, and utilize any remaining funding available to host additional Vaccination clinics through the end of this fiscal year.

Executive Summary

The County of Lake Health Services Department, Public Health Division was recently able to secure funds awarded last fiscal year awarded by the California Department of Public Health to support Assembly Bill AB86. This legislation allocated funding to local health jurisdictions to assist local schools with preparing and continuing to offer in person instruction for students. Health Services continues to collaborate with the Lake County Office of Education (LCOE) for planning and education efforts relating to COVID mitigation and increasing eligible student vaccination rates. Health Services has worked with LCOE to support COVID vaccination clinics at various school locations and events. This legislation allocated funding to local health jurisdictions to assist local schools with preparing and continuing to offer in person instruction for students. Health Services continues to collaborate with the Lake County Office of Education (LCOE) for planning and education efforts relating to COVID mitigation and increasing eligible student vaccination rates. Health Services has worked with LCOE to support COVID vaccination clinics at various school locations and events. This funding will be used to continue and expand these vaccination clinics, as well as develop COVID mitigation messaging and education for students. Executive Summary

On August 3, 2021, the Board of Supervisors adopted Urgency Ordinance No. 3108 which mandates masking, regardless of vaccination status, in County facilities. On November 23, 2021 a criteria was added so that when we reached such a criteria that the masking mandate would go away, and the County would follow state guidelines. On December 15, 2021, the State of California reinstated a mask mandate for one month. This was extended until February 15, 2022. As of now, it is anticipated that the masking mandate will be lifted for all of California, unless active local ordinances continue to require masking. Due to the state lifting its masking mandate, I thought it would be prudent to discuss our continuing mandate for County facilities. Our current ordinance does not impact businesses, schools, or anywhere other than County facilities. Our current ordinance requires that our case rate fall below 3.9 cases per 100,000 and testing positivity rate falls below 4.9% and that both indicators have remained at or below said rates for a minimum of fourteen (14) days. At this moment, both indicators are above said rates, but due to the state changes calendared for February 15, I am requesting that we speak where we are and if we will be changing with the state or continuing with the state. Executive Summary

On August 10, 2021, your Board received a presentation from BCA Architects summarizing the results of the first phase of a study exploring the feasibility of a community recreation center (or centers) in Lake County. The study was a joint effort between the County, the City of Clearlake, and the City of Lakeport, with the City of Lakeport being the jurisdiction administering the consultant contract. Phase one of the study included a market analysis; development of a citizen participation plan, conceptual recreation center options and cost estimates; identification of potential partners; analysis of project location opportunities surrounding the incorporated areas of Lake County; and organizational management recommendations. After the presentation your Board approved financial participation of up to $31,000 (approximately one-third of the cost) for phase two of the project, with direction to staff to work with the consultant to investigate additional locations around the county. Funding for the County's participation in the feasibility study - both phase one and phase two - is included in the County budget through the Cannabis Internal Grant Program. Phase two will include further analysis of locations, development of concept designs, more detailed operational analysis, and a final report to be presented to the participating governing bodies Since the time of the presentation, the Lakeport Unified School District expressed a willingness to financially participate in Phase Two of the study.
