I. EXECUTIVE SUMMARY
On June 8, 1995, the Planning Commission approved the off-site advertising billboard on a "C3-DR", Service Commercial - Design Review Combining District zoned property located at 47 Soda Bay Road, Lakeport, adjacent to Highway 29. The original use permit was approved by the Planning Commission for a ten year term limit on June 8, 1995 (UP 95-6). This use permit was extended for five years on January 12, 2006 (UP 05-07) and again on February 10, 2011 (UP 10-09, with modifications to the lighting). The UP 10-09 expired on February 10, 2016. The applicant is requesting a major use permit. Staff recommends that the Planning Commission approve the use permit for a five year period.
The applicant is requesting a major use permit for the billboard. Section 45.22 of the Lake County Zoning Ordinance allows "Off-site outdoor advertising billboard in the "C3", "Ml", "M2" and "PDC" zoning districts with approval of a major use permit.

The applicant is requesting approval of a parcel map to allow one (1) lot to be split into two (2) parcels. According to the Tentative Parcel Map dated April 9, 2019, the applicant is proposing the following:
* Parcel 1 would contain the previously approved Minor Use Permit, MUP 18-13, which is currently under construction for the Kelseyville Apartments and would be approximately 5.70 acres in size.
* Parcel 2 would remain vacant and would be approximately 4.82 acres in size. Parcel 2 would not be part of the Kelseyville Family Apartments Development.

I. EXECUTIVE SUMMARY
The applicant is requesting approval of a Tentative Parcel Map to allow one lot approximately 6 acres in size to be subdivided into two (2) lots. According to the Tentative Parcel Map, the applicant is proposing the following:
* Parcel One (1) would be approximately 3.02 acres in size and is currently developed with a single-family residence, garage, carport, shop and a shed. The existing infrastructure is supported by an on-site domestic well and onsite waste management system (septic).
* Parcel Two (2) would approximately three (3) acres in size and would remain undeveloped at this time.
* Access to the proposed parcels is from Hill Road and Hallberg Road, both County maintained roadways. The parcel also fronts State Highway 29, and currently there is no encroachment from State Highway 29, nor is one proposed at this time.
