Proposed Conditions for Use Permit Extension UPX19-03 EXECUTIVE SUMMARY: The Geysers Power Company is requesting Extension for the Productive Life of the Project for Use Permit, UP83-41. There will be no changes in the operation and/or expansion of the authorized use. The applicant shall continue to be in compliance with all previously-approved Conditions of Approval in Use Permit, UP83-41 and its amendments UP83-41A, 83-41B, MMU01-03, and MMU01-07, and the proposed Conditions of Approval (Attachment 4). The project applicant is COUNTY OF LAKE DEPARTMENT OF PUBLIC WORKS proposing to replace the functionally obsolete temporary Bailey Bridge, installed in 2001 over Cooper Creek with a single-span cast-in-place reinforced concrete slab bridge at the same location as the existing bridge. Proposed Mitigation and Monitoring Plan EXECUTIVE SUMMARY: The Lake County Public Works Department proposes to replace the functionally obsolete temporary Bailey bridge that was installed in 2001 on Whitter Springs Road over Cooper Creek with a single-span cast-in-place reinforced concrete slab bridge at the same location as the existing bridge. During construction, the road would be closed and traffic will be diverted through existing local roads. Staff recommends approval of the Mitigated Negative Declaration and General Plan Conformity Report. RECOMMENDED ACTION: Mitigated Negative Declaration I move that the Planning Commission find on the basis of the Initial Study IS12-24 prepared by the Planning Division and the mitigation measures which have been added to the project, that the replacement of the bridge over Cooper Creek in the Whitter Springs Road right-of-way, as applied for by the Lake County Department of Public Works, will not have a significant effect on the environment and therefore a mitigated negative declaration shall be approved with the findings listed in the staff report dated September 13, 2019. General Plan Conformity I move that the Planning Commission find that General Plan Conformity GPC12-09 applied for by the Lake County Department of Public Works for the replacement of the bridge over Cooper Creek in the Whitter Springs Road right-of-way in Upper Lake is in conformity with the Lake County General Plan with the findings listed in the staff report dated September 13, 2019.
