6a.9:05 a.m. Public Hearing on consideration of a General Plan Conformity Report (GPC 12-07) and Initial Study (IS 12-22). The project applicant is COUNTY OF LAKE DEPARTMENT OF PUBLIC WORKS proposing to replace the structurally-deficient existing concrete girder bridge over Clayton Creek with a cast-in-place reinforced concrete slab bridge at the same location as the existing bridge. The project location is County of Lake Road Right-of-Way 0.2 miles east of State Highway 29 on Clayton Creek Road, Lower Lake. Proposed Mitigation and Monitoring Plan EXECUTIVE SUMMARY: The Lake County Public Works Department proposes to replace the structurally-deficient existing concrete girder bridge on Clayton Creek Road over Clayton Creek with a cast-in-place reinforced concrete slab bridge at the same location as the existing bridge. The road will be closed at the bridge site for the duration of construction. Thirty days prior to construction, the County will place Changeable Message Sign (CMS) boards on Clayton Creek Road warning residents of the upcoming road closure. Staff recommends approval of the Mitigated Negative Declaration and General Plan Conformity. RECOMMENDED ACTION: Mitigated Negative Declaration I move that the Planning Commission find on the basis of the Initial Study IS12-22 prepared by the Planning Division and the mitigation measures which have been added to the project, that the replacement of the bridge over Clayton Creek at Clayton Creek Road, as applied for by the Lake County Department of Public Works, will not have a significant effect on the environment and therefore a mitigated negative declaration shall be approved with the findings listed in the staff report dated August 30, 2019. General Plan Conformity I move that the Planning Commission find that the General Plan Conformity GPC12-07 applied for by the Lake County Department of Public Works on property located on Clayton Creek Road at Clayton Creek in Lower Lake is in conformity with the Lake County General Plan with the findings listed in the staff report dated August 30, 2019.
