EXECUTIVE SUMMARY: The project proposes construction of a 54-unit multi-family apartment, consisting of four, two story garden style walk up buildings: 18 two-bedroom, 18 three-bedroom and 18 four-bedrooms units, a 1,500 square foot community room/club house, and site amenities including a soccer/sports field, basketball court, tot lot, BBQ/picnic areas, walking path, bicycle storage, solar and covered parking. Grading and trenching for parking, landscaping, and utilities is also proposed. The project parcel has frontage on State Street and Gaddy Lane. Encroachment is proposed off of State Street within the Lake County Department of Public Works Right of Way. The project will connect to the Kelseyville water and wastewater system (KCWWD #3) for potable water and sewage disposal. Construction duration is estimated at 14 months. 70 construction workers and 250 truck trips are estimated during earth work operations. RECOMMENDED ACTION: Sample Motions: Mitigated Negative Declaration I move that the Planning Commission find on the basis of the Initial Study No. IS 18-08 prepared by the Planning Division and the mitigation measures which have been added to the project, that the Minor Use Permit and Development Review Permit as applied for by Integrated Community Development not have a significant effect on the environment and therefore a mitigated negative declaration shall be approved with the findings listed in the staff report dated May 26, 2018. Minor Use Permit I move that the Planning Commission find that the Minor Use Permit (MUP 18-13) applied for Integrated Community Development on property located at 5400 Gaddy Lane, Kelseyville does meet the requirements of Section 50 of the Lake County Zoning Ordinance and that the Planning Commission has reviewed and considered the Mitigated Negative Declaration which was adopted for this project and the Minor Use Permit be granted subject to the conditions and with the findings listed in the staff report dated May 26, 2018 Development Review Permit I move that the Planning Commission find that the Development Review Permit (DR 18-03) applied for by Integrated Community Development on property located at 5400 Gaddy Lane, Kelseyville does meet the requirements of Section 56.5 of the Lake County Zoning Ordinance and that the Planning Commission has reviewed and considered the Mitigated Negative Declaration which was adopted for this project and the Development Review Permit be granted subject to the conditions and with the findings listed in the staff report dated May 26, 2018.
