PROJECT SUMMARY: The Stonehouse Cellars Irrigation Pond is located at 500 Old Long Valley Road, approximately one (1) mile north of Highway 20, four (4) miles east of Clearlake Oaks, and quarter (.25) miles west of the north fork of Cache Creek. The terrain is relatively level, with an elevation of approximatly1, 350 feet above mean sea level. The surface runoff at the site currently flows to the east, towards existing drainage gullies and into Cache Creek. The project will clear approximately 3.5 acres within an existing vineyard to construct a 25 acre feet (approximately 8.14 million gallons of water) membrane lined pond. The total graded material is approximately 20,840 cubic yards and approximately 17,960 cubic yards will be used to create the 25 acre feet pond. The pond would be approximately 15 feet deep, with a surface area of 100,000 square feet and a bottom surface area of 51,000 square feet. In disturbed areas, straw mulch, and wattles will help control erosion control and silt fences will contain sediment during grading installation of the pond. For a grading project of this size, the Lake County Grading Ordinance requires approval of a Complex Grading Permit, which in turn triggers environmental review pursuant to CEQA. This CEQA review primarily addresses environmental impacts of grading. However, because the project ultimately involves conversion of natural habitat to agricultural use, the impacts of the proposed irrigation pond are also considered in this review. There is currently no development on the property, other than adjacent vineyards and a few outpost buildings. The primary source of water would be diverted from a pre-1914 registered spring on the property (water right ID S014396). The secondary source of water will be from a spring fed pond that exists in the vineyard. The fall back source, which should be unnecessary, would be an existing groundwater well located in the vineyard.
